Very careful studies of the textile industry in Germany carried out in recent years yielded the result that the intelligent, highly trained textile laborer often dislikes his work the more, the more he shows ability for it, this ability being measured by the wages the individuals earn at piecework. The wage and the emotional attitude were not seldom inversely related.
The piecework quilt hung down in long folds, flashing its brilliant reds and greens in the sunshine, which shone so strangely upon the pallid old countenance, facing the open sky for the first time in years. The authority given for the unionization of railroad employees, the stopping of piecework, the creation of shop committees, weakened the control of the foremen and led to a loss of shop efficiency which has been estimated at thirty per cent. In piecework they would reduce the time, requiring the same work in a shorter time, and paying the same wages; and then, after the workers had accustomed themselves to this new speed, they would reduce the rate of payment to correspond with the reduction in time!
As early as 1814 the master cutlers formed, notwithstanding the combination laws, the "Sheffield Mercantile and Manufacturing Union," for the purpose of keeping down piecework wages to their existing rate. In 1851 the "Central Association of Employers of Operative Engineers" was formed to resist the strong union of the "Amalgamated Engineers."
When Charles Gordon Ralph Connor was sent to investigate the strike in these mines he found foreigners earning seventeen dollars a day on piecework who had never earned fifty cents a day in their own land. I have in mind one Galician settler who has accumulated a fortune of $150,000 in perfectly legitimate ways in ten years.

The demands made upon the labor market by war industry were heavy, for the withdrawal of labor into the army created an inevitable scarcity at the moment when production must be increased, and the different industries naturally were brought to bid against each other; the value of any wage scale was constantly affected by the rising prices, while the introduction of inexperienced workmen and women affected the conditions of piecework, so that the question of wages and conditions of labor gave rise to numerous discussions.
