There is more money lost and won on draw poker in one day in New York than is lost and won in Havana on monte and roulette. You can find almost any gambling game in Chicago or Milwaukee that you can find in the Philippines; and while we do not have bull fighting, we have prize fighting every night in the week, far more brutal.
One evening that a large dog of mine had died, belonging to a race peculiar to the Philippines, and exceeding in size any of the canine species of Europe, I had his carcass dragged to the shore of the lake, and hid myself in a little thicket, with my gun ready cocked, in the event of any cayman presenting itself to carry off the bait.
Coincidently with the entrance of the Commission upon its labors I caused to be issued by General MacArthur, the Military Governor of the Philippines, on June 21, 1900, a proclamation of amnesty in generous terms, of which many of the insurgents took advantage, among them a number of important leaders.
The fact that dry land farming, carried on with planting sticks and the like, is still found among the Igorot and Tinguian, and for that matter all over the Philippines, cannot be advanced as an argument that the irrigated fields are of recent date, for upland fields and primitive tools are still used in Java and Sumatra, where, as we have just seen, the wet field culture is an old possession.
All his ancestors, except the doubtful strain of the Negrito, had been immigrants to the Philippines, early Malays, and later Sumatrans, Chinese of prehistoric times and the refugees from the Tartar dominion, and Spaniards of old Castile and Valencia representatives of all the various peoples who have blended to make the strength of the Philippine race.
The opinion of the Admiral as to what the United States should do with, or must do about, the political relations of the Philippines with ourselves and others, have not been given formal expression; but it is safe to say they are not in conflict with his feeling that the American fleet at Manila should be augmented with gunboats, cruisers and two or three battle-ships.
Only one man was on deck, leaning on a long pole. He walked slowly from the front to the back of the boat, still leaning on the long pole. "Here's another wonder of your marvelous Philippines a boat moving without exerting power," I exclaimed. Fil looked at Moro and smiled. I saw that they both pitied my ignorance in a strange land.
On my ship the ranking officer was a regular army colonel who had seen active and dangerous service in the Philippines and elsewhere. He is given rather to understatement than overstatement of facts a cool, level-headed observer. He saw a periscope. We had another officer who had been in the service in the Spanish War, had got out and was now back.
"They," he learned, were she and her daughter, the latter a widow of forty-odd. It had been easier before the grandson died and before he went away to fight savages in the Philippines. He had died out there in battle. Daylight drank a full tumbler of excellent Riesling, talked a few minutes, and accounted for a second tumbler. Yes, they just managed not to starve.
They are the scavengers of the shore, eating everything, and thus acting as conservators of health, as do the lank pigs of the Philippines. They were in myriads, rushing about seemingly without purpose, and diving into their holes beneath the palm-roots. Their legs, unshelled, are as excellent food as the crabs of the Atlantic.
