It simply amounts to a promise of pardon to any person who will start a quarrel. It is an amnesty for assassins. The moment any man assaults any other man he makes all the other men as bad as himself. He has only to stab, and to vanish in a fog of forgetfulness. The real eagles of iron, the predatory Empires, will be delighted with this doctrine.

The Jacobite party had, from the first, been divided into two sections, which, three or four years after the Revolution, began to be known as the Compounders and the Noncompounders. The Compounders were those who wished for a restoration, but for a restoration accompanied by a general amnesty, and by guarantees for the security of the civil and ecclesiastical constitution of the realm.

At the time of the Incident, Argyll fled, but soon returned, and Charles had to yield to him in all things. Parliament, under Argyll, appointed all officials. Argyll himself was made a marquis, and Leslie became Earl of Leven. There was a general amnesty, and among those who obtained their liberty was the Earl of Montrose, who had been imprisoned in May for making terms with the king.

The moderate constitutionalists believed that definitive liberty would be established; the royalists fed themselves with hope by inappropriately comparing this epoch of our revolution with the epoch of 1660 in the English revolution, with the hope that Bonaparte was assuming the part of Monk, and that he would soon restore the monarchy of the Bourbons; the mass, possessing little intelligence, and desirous of repose, relied on the return of order under a powerful protector; the proscribed classes and ambitious men expected from him their amnesty or elevation.

These were deemed worthy of burial by Cassius, although they had cast out Trebonius unburied. The men who had participated in the campaign with them and survived obtained both safety and amnesty, in spite of having been regarded as enemies by the Romans at home. Nor yet did the Laodiceans suffer any harm beyond being obliged to contribute money.

"Let the walls be lined with men whom you can trust. I anticipate neither trouble nor resistance. The whole thing is a simple formality to which the Englishman has already intimated his readiness to submit. If he changes his mind at the last moment there will be no Angelus rung, no booming of the cannons or opening of the prison doors: there will be no amnesty, and no free pardon.

Ragotsky, denounced with the penalty of high treason, escaped to Poland. The emperor, anxious no longer to exasperate, proposed measures of unusual moderation. He assembled a convention; promised a general amnesty for all political offenses, the restitution of confiscated property, the liberation of prisoners, and the confirmation of all the rights which he had promised at his coronation.

"I hope you include me in that general amnesty order, young fellows," he now hastened to say, with a wishful look on his face. "Since the fat is in the fire I'm ready to tell anything you want of me. Course my name isn't Jake Storms; though it isn't necessary for me to inform you what it might be, because that doesn't concern anybody around here.

Now was the time for amnesty and reconciliation all round. Ferrier's mind ran busily on schemes of the kind. As to Oliver, he had already spoken to Broadstone about him, and would speak again that night. Certainly he must have something Junior Lordship at least. And if he were opposed on re-election, why, he should be helped roundly helped.

Not only had the general mass of rebels been pardoned by the amnesty proclamation of May 29th, but many thousands of the classes excepted in that instrument had afterwards received special pardons from the President. The crime of treason, which they had committed, was thus condoned, and the Executive pardon could be pleaded against any indictment or any attempt to punish by process of law.
