Our tactical air units overseas and our aircraft carriers are alert; Army units, guarding the frontiers of freedom in Europe and the Far East, are in the highest state of readiness in peacetime history; our Marines, a third of whom are deployed in the Far East, are constantly prepared for action; our Reserve establishment has maintained high standards of proficiency, and the Ready Reserve now numbers over 2 1/2 million citizen-soldiers.
I extended my care to the horses, for which we made big shelters, thatched with straw, and placed behind the men's huts, so that our bivouac was almost as comfortable as a regular camp in peacetime. The other unit commanders did the same sort of thing, but none of them had a regimental herd: their men lived from day to day.
There was so much dashing to and fro, so many orders relayed, so many dispatches delivered that I thought I might have been witnessing an outofdate Civilwar play instead of a peacetime action of the California National Guard.

We will face these challenges, and we will meet them with the best that is in us. And we will not fail. In response to the abhorrent act in Iran, our Nation has never been aroused and unified so greatly in peacetime. Our position is clear.

In 16 articles the Declaration goes on to: prohibit hereditary offices; separate the legislative, executive, and judicial branches; assure that elections shall be free; prevent suspending law or executing laws without consent of the representatives of the people; guarantee due process in criminal prosecutions; prevent excessive bail and cruel and unusual punishments; eliminate general warrants for search and seizure; provide jury trials in property disputes; assert "that the freedom of the press is one of the great bulwarks of liberty and can never be restrained but by despotic governments"; provide for a well-regulated militia and warn against standing armies in peacetime; declare that no government can exist within the state independent of the government of Virginia; and grant to all men equally "the free exercise of religion, according to the dictates of conscience."
It decreased the total tax load by more than one-sixth, an amount substantially in excess of the reductions proposed by the Secretary of the Treasury to congressional tax committees in October 1945. These proposed reductions were designed to encourage reconversion and peacetime business expansion.
