The reason is, that towns are the seats of commerce and manufactures, and they derive their chief importance from those pursuits; whereas the Monguls and Tartars led almost exclusively a wandering and pastoral life, and all their ideas of wealth and grandeur were associated with great flocks and herds of cattle, and handsome tents, and long trains of wagons loaded with stores of clothing, arms, and other movables, and vast encampments in the neighborhood of rich and extended pasture-grounds.
