A Constitution, if we are to accept the dogmatic assertions of those who have written with a show of learning on the subject, ought to be evolved rather than established by any parliamentary or despotic act. The history of the world certainly tends to prove that paper Constitutions have not been over-successful in the past.

This clever but not over-successful farce closed the literary career of James Fenimore Cooper. Of Charles Mathews, the peerless comedy artist of England, and Fenimore Cooper, his old-time friend, Dr. Cooper in the spring of 1823, I found him abounding in dramatic anecdotes as well as associations the striking scenery of the Hudson brought to mind.

I am not speaking to-day of the miracles of physical vitality, nor of the over-successful men with their colossal fortunes, nor of the mighty thinkers only. We all have our certain share in these various kinds of life, and each of us may make his little share a seed of pride. We are strangely ingenious here.

Blyth was not over-successful in the adult department of portrait-art, he was invariably victorious in the infant department. He painted all babies on one ingenious plan; giving them the roundest eyes, the chubbiest red cheeks, the most serenely good-humored smiles, and the neatest and whitest caps ever seen on paper.

For several years he had tried to keep both irons in the fire, and as a result was not over-successful in either. But he was a shrewd, silent man, and could be trusted. Jim found him designing a stable. "Sit down, Mr. Weeks. What brings you to Tillman?" "Bad business," responded Jim, shortly. "Blaney's sold out to the C. & S.C." Mr. Bridge sat upon his table and said nothing.

The Japanese are inveterate smokers, and the intervention of the State in this matter, although it has been criticised by political economists in the country and out of it, and is undoubtedly open to criticism from some points of view, has, I think, been justified by results. The making of sugar from beetroot has been attempted in Japan, but the results have not been over-successful.

In her numerous tilts with O'Neil she had not been over-successful from the point of view of her magazine articles, but here at her hand was the representative of the power best known and best hated for its activities in the north-land, and he seemed perfectly willing to talk. Surely from him she would get information that would count.

Men climbed down along the gradients leaping over other men, determined to jump down twelve feet into the arena in order to rescue the praefect from the jaws of the ferocious beast. But above in the imperial tribune the Cæsar sat snarling like the panther and rubbing his hands with glee. His trap had been over-successful, one by one the arch-traitors fell headlong into it.

Archbishop Hughes was not over-successful in France, and went off rather second-best in the opinion of the press, of the public, and of the Catholic, even ultra-Montane clergy of France. All this on account of his conditional anti-slaverism and unconditional pro-slaverism. All this was easily to be foreseen. His Eminence is in Rome, and from Rome is to influence Spain in our favor.

He handed one of these last to Plowden, as the latter strolled toward the table. "You know how to open these, don't you?" he said, languidly. "Somehow I never could manage it." The nobleman submissively took the bottle, and picked with awkwardness at its wire and cork, and all at once achieved a premature and not over-successful explosion.
