After a truce to allow of the removal of noncombatants protracted negotiations continued from July 3 until July 15, when, under menace of immediate assault, the preliminaries of surrender were agreed upon. On the 17th General Shafter occupied the city. The capitulation embraced the entire eastern end of Cuba.
In brief, while Henry, with the main body, had followed the trail of the fighting band, Webb had been detached and, with two squadrons, had ridden hard after a Shoshone guide who led them by a short cut through the range and enabled them to pounce on the village where were most of Lame Wolf's noncombatants, guarded only by a small party of warriors, and, while Captains Billings and Ray with their troops remained in charge of these captives, Webb, with Blake and the others had pushed on in pursuit of certain braves who had scampered into the thick of the hills, carrying a few of the wounded and prisoners with them.
"The army seems to be as comfortable as is possible under the circumstances; but the people, of course, need everything." Inevitably the conversation turned again to the treatment of the Belgian people by the Germans; to the unnecessary and brutal murders of noncombatants; to the frightful rapine and pillage of the early months of the war.
The United States accused the submarine commander of violating the principles of international law and humanity, and characterized his conduct as "wanton slaughter of defenseless noncombatants," as the vessel was not resisting or attempting to escape, and no other reason was sufficient to excuse such an attack, not even the possibility of rescue.
His restless hand, fumbling the quilt, closed on hers; his eyes were shut, but his lips moved, and she bent nearer to catch his words: "We noncombatants get into heaps of trouble don't we?" "Yes," she whispered, smiling; "but the worst is over now." "There is worse coming." "What?" "We march to-morrow. I shall never see you again."
Frequently the whole squadron of raiding aeroplanes is turned back at the coast. As for the military advantage the Germans have derived, after nearly four years of attacks by air, it may be set down as practically nil. In raid after raid they missed their so-called objectives and succeeded only in killing noncombatants.
Black Kettle and over one hundred of his warriors were killed, and about fifty women and children captured; but most of the noncombatants, as well as a few warriors and boys, escaped in the confusion of the fight.
The proposal to surrender the right to employ privateers is professedly founded upon the principle that private property of unoffending noncombatants, though enemies, should be exempt from the ravages of war; but the proposed surrender goes but little way in carrying out that principle, which equally requires that such private property should not be seized or molested by national ships of war.
Two things they deny them, civilisation and humanity civilisation in its spiritual, not its material, side; humanity of the sort that is the Englishman's creed and his religion the safeguarding of noncombatants, the keeping of the national word and the national honour. My visit to the English lines was over. I had seen no valiant charges, no hand-to-hand fighting.
Finally, the South generally published the numbers of only its actual combatants, while the Northern returns always included every man drawing pay, whether a combatant or not. On the whole, the North had more than double numbers, even if compared with a Southern total that includes noncombatants.
