Hither came Calvinists and Lutherans, Cavaliers and Roundheads, Conformists and Non-Conformists, the precise Quaker and the elegant Huguenot, those who fled from the tyranny of Louis and those who fled from the tyranny of Charles, worshippers of the Virgin and men who believed that to kneel before a crucifix was as idolatrous as to kneel before the seven-headed idols of Hindostan.
He was alluding to the Test and Corporation Acts, which had been passed ten years later than the Conventicle Act, in the same reign of Charles II., and which many of the Non-conformists, and especially the Unitarians, had urged Lord Liverpool to include in this measure of repeal, but which he decided on retaining.
It enacted, That none of the penal laws should be construed to extend to those dissenters who should take the oaths to the present government, and subscribe the declaration of the thirtieth year of the reign of Charles II. provided that they should hold no private assemblies or conventicles with the doors shut; that nothing should be construed to exempt them from the payment of tithes or other parochial duties: that, in case of being chosen into the office of constable, churchwarden, overseer, &c. and of scrupling to take the oaths annexed to such offices, they should be allowed to execute the employment by deputy: that the preachers and teachers in congregations of dissenting protestants who should take the oaths, subscribe the declaration, together with all the articles of religion, except the thirty-fourth and the two succeeding articles, and part of the twentieth, should be exempted from the penalties decreed against non-conformists, as well as from serving upon juries, or acting in parish offices: yet all justices of the peace were empowered to require such dissenters to subscribe the declaration and take the oaths; and, in case of refusal, to commit them to prison without bail or mainprize.
The Five-mile and Conventicle acts imposed various fines, imprisonment, and death upon all persons above sixteen years of age, who attended divine service where the liturgy was not read; ordained that no non-conformist minister should live within five miles of any town; and aimed to suppress all meetings for worship among the non-conformists.
Her taxes were never oppressive, and were raised without murmur; the people were loyal and contented; the Protestant religion was established on a firm foundation; and a constellation of great men shed around her throne the bright rays of immortal genius. The most unhappy peculiarity of her reign was the persecution of the Non-conformists, which, if not sanguinary, was irritating and severe.

Almost at its opening, the extraordinary spectacle was exhibited of a petition signed by 800,000 Irish Catholics, praying for the repeal of "the Corporation and Test Acts," enacted on the restoration of Charles II., against the non-Conformists. Monster petitions, both for and against the repeal of these acts, as well as for and against Catholic emancipation, soon became of common occurrence.
On the Roman Catholics, after the reign of James II. had increased that apprehension, the restrictions were tightened. But those which inflicted disabilities on the Protestant Non-conformists had been gradually relaxed. The repeal of two, the Five Mile and the Conventicle Acts, had, as we have seen in the last chapter, been recent measures of Lord Liverpool.
The ceremonies do indeed greatly countenance those superstitions of Papists, because communio rituum est quasi symbolum communionis in religione; so that Papists get occasion from the ceremonies, of confirming, not only those popish rites which we have not yet received, but also the whole popish religion, especially since they see Conformists so siding with them against Non-Conformists, and making both their opinions and practices to be better than we reckon them to be.
