In 1898, by the Erdman Act, the federal government provided a means for arbitrating disputes on interstate railways. The Newlands Act of 1913 superseded this by the creation of a formal Board of Mediation and Conciliation, and many disputes were decided under the terms of these laws.

I loved to receive them from that hand, so long as they were needed; but they are so no more, and whatever else I may lack- -and I lack everything it is not money. I pulled out my sheaf of notes and detached the top one: it was written for ten pounds, and signed by that very famous individual, Abraham Newlands.

He coupled it with a request for an authorisation of a special commission to report on the operation of such a law for a period of six months, after which the subject might be reopened. Lastly, he urged an amendment to the Newlands Act making it illegal to call a strike or a lockout pending an investigation of a controversy by a government commission.

Archer had been born a Newland, and mother and daughter, who were as like as sisters, were both, as people said, "true Newlands"; tall, pale, and slightly round-shouldered, with long noses, sweet smiles and a kind of drooping distinction like that in certain faded Reynolds portraits. The Senate Committee on Commerce, in whose charge the investigation was placed, immediately appointed the following sub-committee to conduct the gathering of evidence and the examination of witnesses: Senator William Alden Smith of Michigan, chairman; Senator Francis Newlands of Nevada, Senator Jonathan Bourne, Jr., of Oregon, Senator George C. Perkins of California, Senator Theodore E. Burton of Ohio, Senator Furnifold McL. Simmons of North Carolina and Senator Duncan U. Fletcher of Florida.

By far the most effective of the Senators in drafting and pushing the bill, which became known by his name, was Newlands. The draft of the bill was worked over by me and others at several conferences and revised in important particulars; my active interference was necessary to prevent it from being made unworkable by an undue insistence upon States Rights, in accordance with the efforts of Mr.

By a vote of 209 to 91 the House of Eepresentatives on the afternoon of June 15 adopted the Newlands resolutions, providing for the annexation of Hawaii.

This is the everlasting law. And so pained, out of tune, troubled too by smouldering fires of anger, Richard left Westchurch and his fellow-magistrates as early as he decently could. Avoiding the highroad leading by Newlands and through Sandyfield village, he cut across country by field lanes and over waste lands to Farley Row.
