One may distinguish two distinct trends, developing into two distinct policies. On the one side are the practical men, who wish to develop Russia industrially, to secure the gains of the Revolution nationally, to trade with the West, and gradually settle down into a more or less ordinary State.
The "lesser differences" for which they thus prospectively craved an indulgence had not been specifically stated; but it is pretty clear that they were not, to any great extent, differences of theological belief, but were rather those differences which would arise from the conscientious perseverance of a minority in Congregationalist practices after a Presbyterian rule had been established nationally.
The detailed aims of the National Republic are to provide a "weekly service to twenty-three hundred editors, to defend American institutions against subversive radicalism; a national information service on subversive organizations and activities; an Americanization bureau serving schools, colleges and patriotic groups; conducted for the public good from Washington, D.C., by nationally known leaders."
Intensity, rapidity, vivacity of appearance, are indeed with us something of a nationally accepted ideal; and the medical notion of "irritable weakness" is not the first thing suggested by them to our mind, as it was to Dr. Clouston's.
At first the path struck inland, astutely making a chord to the river's bow, an unsuspected sign of intelligence in a path. It was adventurous, too, for soon after coming out above the brink, it began upon acrobatic feats in which it showed itself nationally proficient.
We seemed not to care for points that were intended to flatter us nationally. I am not aware that anybody signified consciousness when the burlesque supported our side of the Alabama controversy, or acknowledged the self-devotion with which a threat that England should be made to pay was delivered by these English performers.
They have been invaded by no conqueror, they have brought no captive arts or literature home, they have undergone no conversion in mass, they have been taught by no commerce, by no international relationship; but they have in the course of centuries slowly soaked or trickled, if I may use the words, through the Saracenic populations with which they came in contact, and after being nationally lost to the world, as far as history goes, for long periods and through different countries, eventually they have come to the face of day with that degree of civilization which they at present possess, and at length have usurped a place within the limits of the great European family.
His loss will be a heavy one for the world; it will be a severe blow for The Army. But we cannot think that his good work has not been built upon sound foundations, and that the war he directed so ably and so long will be relaxed. Nationally The Army has done magnificent work in fifty countries, and it has, therefore, tended to promote a greater spirit of brotherhood among the nations.
I do not blame her that the sympathy of her greatest sons, so far as it has been shown us nationally, has been shown in her interest, which they believed the supreme interest of mankind, rather than in our interest, which it is for us to believe the supreme interest of mankind.
It is individually rather than nationally that I propose to scan it now. It is the action of a particle in the wave of world-development I would watch, rather than the propagation of the wave itself. Inferences about the movement of the whole will follow of themselves a knowledge of the motion of its parts.
