He could have had the post of Minister of the Interior; he was offered that of Minister-President without a Portfolio; but if he did not actually refuse, he strongly disapproved of the plan; he would not be able to get on with Bernstorff, and Schleinitz would probably interfere. It was a melancholy picture: a King violent and timid, obstinate and irresolute; his will dragged now this way, now that, by his favourites, his wife and his brother; his own Ministers intriguing against each other; ambassadors recommending a policy instead of carrying out their instructions; and the Minister-President standing calmly by, as best he could, patching up the appearance of a Consistent policy.
The elections had taken place on May 6th; four days later Bismarck arrived in Berlin; he had at last received his recall. As soon as he was seen in Berlin his appointment as Minister-President was expected; all those who wished to maintain the authority of the Crown, looked on him as the only man who could face the danger.

It actually struck the Minister-President on the shoulder as he stooped over his dying servant, then falling between his feet exploded with a terrific concentrated violence, striking him dead to the ground, finishing the wounded man and practically annihilating the empty sledge in the twinkling of an eye.
The political leader for twenty-five years was the Minister-President Paul Eyschen, an astute statesman and a devoted patriot, who nursed his little country in his arms like a baby and brought it to a high degree of prosperity and contentment.
