The Mikado, after having been for centuries in the keeping of the Tokugawa Shoguns, was captured by the clans of Satsuma and Choshu, and has been in their keeping ever since. They were represented politically by five men, the Genro or Elder Statesmen, who are sometimes miscalled the Privy Council. Only two still survive.
The visit of Commodore Perry to Japan and the signing of a treaty of commerce with the United States formed a great turning-point in the history of that ancient empire. Through its influence the mikado came to his own again, after being for seven centuries virtually the vassal of the shogun.
The ninety-sixth Mikado, Go-Daigo, found courage to revolt against the tyranny of the Hojo; and the Buddhist soldiery took part with him. He was promptly defeated, and banished to the islands of Oki; but his cause was soon espoused by powerful lords, who had long chafed under the despotism of the regency.
Even the palaces of the mikado in Kioto never contained tables, chairs, bedsteads or any such inconvenient and space-robbing thing. The tables upon which they ate, played chess or wrote were six inches or a foot high. A Japanese of the old style thinks the cumbrous furniture in our Western dwellings impertinent and unnecessary.
Now for the first time, two branches of the Imperial family, each supported by powerful lords, contended for the right of succession. Thereafter, for a period of fifty-six years Japan continued to have two Mikado; and the resulting disorder was such as to imperil the national integrity. It would have been no easy matter for the people to decide which Emperor possessed the better claim.
The earliest specimen is a reading desk, presented by the Mikado, with a slope for a book much resembling an ordinary bookrest, but charmingly decorated with lacquer in landscape subjects on the flat surfaces, while the smaller parts are diapered with flowers and quatrefoils in relief of lac and gold. This is of the sixteenth century.
We no longer tackle great works and ordered trains of thought: everything must be snappy and spicy; and we open our books and papers, awaiting, like the criminal in "The Mikado," "the sensation of a short sharp shock." To possess a man's autograph may as easily become a substitute for studying his work as an incentive to purchasing it.
Morals were invented by the Chinese because they were an immoral people, but in Japan there is no necessity for any system of morals, as every Japanese acts aright if he only consults his own heart. The duty of a good Japanese consists in obeying the Mikado, without questioning whether his commands are right or wrong.
As yet Japan possessed no temples or shrines, all worship being conducted in the open air. The three holy emblems of the nation, the mirror, the sword, and the ball, had thus far been kept within the palace. Wherever they were the divine power dwelt, and the mikado, living within their influence, was looked upon as equal to a god.
The Manchu Tartar envoy seems to have been a very sensible sort of man, for not only did he bring back with him full details of the names and titles of the Mikado and his ministers, descriptions of the cities and districts, particulars of national customs, local products, etc., but also strongly dissuaded Kublai from engaging in a useless war with Japan; and he also gave some excellent advice to the celebrated Mongol general Bayen, who was just then preparing to "finish off" the southern provinces of China.
