Lest our good intentions should be misunderstood, we publicly and unreservedly declare the following to be our promises: "The treaties entered into by the Manchus before the date of the revolution, will be continually effective to the time of their termination. Any and all treaties entered into after the commencement of the revolution will be repudiated.

The Manchus are descended from a branch of certain wild Tungusic nomads, who were known in the ninth century as the Nü-chêns, a name which has been said to mean "west of the sea." The cradle of their race lay at the base of the Ever-White Mountains, due north of Korea, and was fertilised by the head waters of the Yalu River.

The Emperor was now advised to send for Wu San-kuei; but that step meant the end of further resistance to the invading Manchus on the east, and for some time he would not consent.

By this device the Manchus emerged from the stage of tribal union, just as before them Turks and other northern peoples had several times abandoned the traditional authority of a hierarchy of tribal leaders, a system of ruling families, in favour of the authority, based on efficiency, of military leaders.

Local outbreaks were common, and were with difficulty suppressed. The most capable among Chinese generals of the period, Wu San-kuei, shortly to play a leading part in the dynastic drama, was far away, employed in resisting the invasions of the Manchus, when a very serious rebellion, which had been in preparation for some years, at length burst violently forth.

At the same time the Manchus set up a central government with special ministries on the Chinese model. In 1638 the Manchus appeared before Peking, but they retired once more. Manchu armies even reached the province of Shantung. His son Fu Lin was not entirely normal and was barely six years old; there was a regency of princes, the most prominent among them being Prince Dorgon.

Given a chance to expand, freed from the shackles of the Manchus, the Chinese, in my opinion, contain the elements which go to form a great race. But the Manchus held them in bondage, body and soul, and, so powerful is self-interest, there has never been an Emperor or statesman who strove to elevate the masses who was not mercilessly assassinated as soon as he allowed his intent to become known.

Thus Galdan tried to found an independent Mongol realm, free from Chinese influence. The Manchus could not permit this, as such a realm would have threatened the flank of their homeland, Manchuria, and would have attracted those Manchus who objected to sinification. Between 1690 and 1696 there were battles, in which the emperor actually took part in person. Galdan was defeated.

So far, the Manchus seem to have been little influenced by religious beliefs or scruples, except of a very primitive kind; but when they came into closer contact with the Chinese, Buddhism began to spread its charms, and not in vain, though strongly opposed by Abkhai himself.

Political Chinese, who would gladly see the re-establishment of a native dynasty, may look to its disappearance as the first step towards throwing off the Manchu yoke. On the whole, the ruling Manchus have shown themselves very careful not to wound the susceptibilities of their Chinese subjects.
