The agitation for the extension of this law finally merged into a wide-spread movement among the temperance people of the Dominion for the passage of a prohibitory liquor law by the parliament of Canada. In 1898 the question was submitted to the electors of the provinces and territories by the Laurier government.

The fear that commercial reciprocity might make the Dominion somewhat dependent on the United States seems to have caused a manifestation of national pride, and Sir Wilfred Laurier, who had led the forces in favor of the agreement, was driven out of power and reciprocity defeated. The result for the administration was failure and further division in the party.

Mr Laurier did not speak often in these early years, but when he did speak it was with increasing power and recognition. And in the councils of his party the soundness of his judgment became more fully appreciated as each of the great issues of the eighties developed.

Party policy had been shaped with a single eye to Quebec necessities; and party feeling, party discipline, the personal authority of Laurier has been drawn on heavily to secure acceptance of this policy by Liberals who did not favor it. But there is in politics, as in economics, a law of diminishing returns. A year later the same tactics applied to a situation of greater gravity ended in disaster.

In opposing the resolution Mr Laurier congratulated the Government on its tardy conversion from the vicious doctrine of centralization.

The prime minister sailed for England early in June, accompanied by Madame Laurier. It was his first voyage across the Atlantic. It can be imagined with what interest he looked forward to seeing both the land from which he had imbibed his political ideals and the land from which his ancestors had come to New France more than two centuries before.

About a month before Sir John Macdonald died Mr Laurier came to his office in the House of Commons to discuss some question of adjournment. When he had gone, the chief said to me, 'Nice chap that. If I were twenty years younger, he'd be my colleague. 'Perhaps he may be yet, sir, I remarked. Sir John shook his head. 'Too old, said he, 'too old, and passed into the inner room.

One of the subjects debated was the audacious theme, 'Resolved, that in the interests of Canada the French Kings should have permitted Huguenots to settle here. Wilfrid Laurier took the affirmative and urged his points strongly, but the scandalized préfet d'études intervened, and there was no more debating at L'Assomption.

He concluded with a strong appeal to Canada to act as a link between Great Britain and the United States, and thus secure for the mother country the ally she needed in her dangerous isolation. Mr Laurier followed some days later.
