On this occasion the electors were assured that the alternative presented to them was to vote for 'Mowat and the Queen' or 'Morrison and the Pope. Mowat at once took a prominent position in the Liberal ranks, and formed one of George Brown's 'Short Administration. Among those who first entered parliament at the general elections of 1857 were Hector Langevin and John Rose.

Nor did the Canadian hierarchy lack representation in Rome. While this conflict of influence was in progress at Rome, the terms of the Manitoba school settlement were made public in November, 1896. The settlement embodied substantial concessions in fact, but Archbishop Langevin and his fellow clerics at once fell upon it. Langevin denounced it as a farce.

In this he vindicated, with eloquence and courage, the right of the individual to be both Catholic and Liberal, and challenged the policy of clerical intimidation which had made the leaders of the church nothing but the tools and chore-boys of Hector Langevin, the Tory leader in the province.

Thompson, he went on, 'is very able and a fine fellow, but Ontario would never endure his turning Catholic. No, I see no one but Langevin. Yet it was Abbott after all.

When asked why he thought so much of Langevin, the reply was at once forthcoming: 'He has always been true to me. The same thing might have been said of Sir Adolphe Caron, ever a faithful supporter, and from his youth up, equally in prosperity and adversity, a close personal friend of the old chief; but Sir John thought that Caron sometimes allowed his personal feelings to obscure his judgment, or, as he expressed it, 'Caron is too much influenced by his hates a fatal mistake in a public man, who should have no resentments. Sir Adolphe Chapleau, with all his attractiveness and charm, Sir John never quite trusted.

Three years later the Conservative ministry of which Dr., now Sir, Charles Tupper, was premier, took measures in the legislature of Nova Scotia to carry out the proposition of his predecessor; and a conference was arranged at Charlottetown between delegates from the three provinces of Nova Scotia, New Brunswick, and Prince Edward Island By a happy forethought the government of Canada, immediately on hearing of this important conference, decided to send a delegation, composed of Messrs J.A. Macdonald, Brown, Cartier, Galt, McGee, Langevin, McDougall, and Campbell.

The more extreme opponents of separate schools would see no difference between the new clause and the old. Archbishop Langevin strongly denounced the amendment; but the fire soon cooled. Today fewer than one school in a hundred in the two provinces is a separate school. Throughout this period of rapid growth the Liberal party maintained its place in power.
