The Landwehr formations, which were employed in the field in 1870-71, were an example of this, notwithstanding the excellent services which they rendered, and the new French formations in that campaign were totally ineffective. The sphere of activity of such troops is the second line.

The events of war are daily changing, and even defeats con tribute to nourish in a people sentiments of honour and national glory. You may depend upon it that when a whole nation is determined to shake off a humiliating yoke it will succeed. There is no doubt but we shall end by having a landwehr very different from any militia to which the subdued spirit of the French people could give birth.

At five o'clock in the evening, the officer of the landwehr politely shut up his guest in his prison, double-locked the door, put the key in his pocket, and appeared no more until the next morning.

Leaving him for a time, we turn to glance at the fortunes of the war in Brandenburg and Silesia. Napoleon had bidden Oudinot, with his own corps and those of Reynier and Bertrand, in all about 70,000 men, to fight his way to Berlin, disperse the Landwehr and the "mad rabble" there, and, if the city resisted, set it in flames by the fire of fifty howitzers.

Why was I coming to Germany at all? Again I was at a loss. The clink of iron-shod heels in the corridor and an officer, followed closely by two privates, the white cross of the Landwehr in their helmets, stood at the door. "Your papers, please," he said curtly but politely. I handed over my American passport. "This has not been viséd," said the officer.

It was in the midst of the operations of the Spanish war, which Napoleon directed in person, that he learned Austria had for the first time raised the landwehr.

There is a treaty by which Bavaria agreed to assimilate her military organization to that of Prussia. It is thus that Bismarck is continually getting ready. But if the Landwehr is gone, there are yet remaining troops enough of the line. Their chief use, so far as it concerns me, is to make pageants in the streets, and to send their bands to play at noon in the public squares.

Transportation. Victualization. Intelligence. Each of these groups is, of course, subdivided into numerous branches which we shall go into under each individual head. First comes organization. The German army is composed of three distinct parts: the standing army, the reserves, and Landwehr. The standing arm comprises 790,000 officers and men. This body of men is ready at an instant.

The same day that brought the report of this Russian retreat on the south brought the news that in the adjoining sector to the west of the Upper Vistula the army of General von Woyrsch had met resistance from the Russians behind the Ilzanka after the Russian defeat on July 13, 1915, that, however, Silesian Landwehr on the 18th had captured the Russian defenses at Ciepilovo by storm, and that the Russian line at Kasonow and Barenow was beginning to yield.

Early on the 15th, Pirch I. and Thielmann began hastily to advance towards Sombref; and Ziethen, with 32,000 men, prepared to hold the line of the Sambre as long as possible. His chief of staff, General Reiche, states that one-third of the Prussians were new troops, drafted in from the Landwehr; but all the corps gloried in their veteran Field-Marshal, and were eager to fight.
