I see both nations duped, but alas! not quite unwillingly duped, by their Junkers and Militarists into wreaking on one another the wrath they should have spent in destroying Junkerism and Militarism in their own country.

Meanwhile in Berlin the Junkers and the reactionaries generally had already again come into power, a crisis having been caused by the attempt of the democratic section of the Prussian National Assembly, convened by the King in March, to reorganize the army on a popular democratic basis. We need scarcely say the Prussian army has been the tool of Junkerdom and reaction ever since.

But the day has gone by of world-empires founded on the lust of conquest, whether that conquest be military or commercial. The modern peoples surely are growing out of dreams so childish as that. The world-empire of Goethe and Beethoven is even now far more extensive, far more powerful, than that which Wilhelm II and his Junkers are seeking to encompass.

The road to peace must indeed pass through Berlin, but that Berlin will have ceased to be the Berlin of the Junkersit must be the insurrectionary Berlin of 1848. Just as there can be no real war of attrition in the struggle between Germany and Europe, so there can be no war of attrition in the struggle between the German people and despotism.

The ruling caste of Junkers is a caste of warriors. The very schoolmasters in the eighteenth century were nearly all recruited from the invalided non-commissioned officers. Historians single out Fat William, the Sergeant-King, as the supreme type of the martinet King. But it is not only Fat William, but all the Kings of Prussia who have been martinet Kings and recruiting sergeants.

It may be also said generally that an open threat is about the surest way to bring on a war. Austria threatened Servia and war ensued. Germany threatened Russia and war ensued. Germany threatened Belgium in the form of a notification that she intended to invade her territory and war ensued. Mr. Shaw's contentions are grotesque. Flushing, Nov. 16. *"Junkers" Controlled Old World Ages Before Shaw.*

And it is clear that, during April and early May, under the stimulus of the submarine successes, German spirits have temporarily revived. Never have the Junkers been more truculent, never have the Pan-Germans talked wilder nonsense about "annexation" and "indemnities."

In these much-cited and little-read documents we see the Junkers of all the nations, the men who have been saying for years "It's bound to come," and clamouring in England for compulsory military service and expeditionary forces, momentarily staggered and not a little frightened by the sudden realization that it has come at last.

Our romantic Junkers added "and serve us right too: what man will pity us when the hour strikes for us, if we skulk now?"

And now we come to the last act of the great drama. So far the relations of Germany with Russia had not been strained. If there was any fear of Russia, it was quite in the background. The Junkers themselves half Slavs had supplied a large number of the Russian officials, men like Plehve and Klingenberg; the Russian bureaucracy was founded on and followed the methods of the German.
