Wilhelm II., the Supreme Head of the Protestant Church in Germany, gives himself therein, among other high sounding titles, those of Allah's Envoy and Islam's Protector, and states explicitly that it is his will that the Senussi's doughty warriors should drive the "infidels" from the land which is the heritage of the true believers and their chief.
We see, too, how important is still the Arabian element, and how necessary it is to count with it, in any estimate we may form of Islam's possible future. Turkey, meanwhile, and Constantinople, retire to a rather remote horizon, and the Mussulman centre of gravity is as it were shifted from the north and west towards the south and east.
Islam's insistence upon the brotherhood of all True Believers, and the Islamic political ideal of the "Imâmât," or universal theocratic democracy, naturally tended to inhibit the formation of sovereign, mutually exclusive national units; just as the nascent nationalities of Renaissance Europe conflicted with the mediæval ideals of universal papacy and "Holy Roman Empire."
As it is usually sweltering weather, the occidental whiskey-and-soda and the aromatic mastic of the Levant are much in evidence, and thus three of Islam's gravest injunctions are set at naught. Their chief fault, to a broad-minded sportsman, is that they lack self-control, whatever their luck may be.
Both recognize Islam's present decadence; both desire its spiritual regeneration. It is on the nature of that regeneration that the two parties are opposed. The liberals believe that Islam should really assimilate Western ideas.
A flood of mingled despair and rage swept the Moslem world from end to end. And, of course, the Pan-Islamic implication was obvious. This was precisely what Pan-Islam's agitators had been preaching for fifty years the Crusade of the West for Islam's destruction. What could be better confirmation of the warnings of Djemal-ed-Din? The results were soon seen.
Of course Moslems fight bitterly among themselves, but these conflicts never quite lose the aspect of family quarrels and tend to be adjourned in presence of infidel aggression. Islam's profound sense of solidarity probably explains in large part its extraordinary hold upon its followers. No other religion has such a grip on its votaries.
No people on Earth yearn to be oppressed, or aspire to servitude, or eagerly await the midnight knock of the secret police. If anyone doubts this, let them look to Afghanistan, where the Islamic "street" greeted the fall of tyranny with song and celebration. Let the skeptics look to Islam's own rich history, with its centuries of learning, and tolerance and progress.
The British Government has officially admitted that during 1915 the Allies' Asiatic and African possessions stood within a hand's breadth of a cataclysmic insurrection. That insurrection would certainly have taken place if Islam's leaders had everywhere spoken the fateful word. But the word was not spoken.
Above all, the breaking of Europe's grip on Islam's natural resources by the termination of concessions in lands, mines, forests, railways, custom-houses, by which the wealth of Islamic lands is to-day drained away to foreign shores. Such are the aspirations of economic Pan-Islamism.
