Some of the Tories believed that they might be won over to support the Duke of Wellington, in order to assist him in counteracting the efforts of the more ardent and liberal reformers, like Grey and Brougham and Russell. Fate soon settled the question so far at least as Huskisson was concerned.
Brewster's eye, and turned to the orchestra dais, where Miss Spectatia Huskisson was now beginning the first verse of Wilson Hymack's masterpiece. Miss Huskisson, like so many of the female denizens of the Middle West, was tall and blonde and constructed on substantial lines.
The Tories were villains, of course Canning was all perfidy and 'infinite meanness, Huskisson a mass of 'intellectual confusion and mental dirt, Castlereagh ... But all that was obvious and hardly worth mentioning; what was really too exacerbating to be borne was the folly and vileness of the Whigs.
Lord Liverpool and Lord Castlereagh espoused this view, as we know, and it was opposed by the close reasoning of Huskisson, the powerful logic of Horner, and the practical sagacity and common sense of Alexander Baring, now Lord Ashburton. The study of those debates made me a bullionist.
Huskisson sent me a very polite and a very statesman-like reply, in which he disclaimed any intention of meddling improperly with British interests in any way; that taxation was necessary to our system, and of course every nation was the best judge of its own means and resources; but that he merely aimed at the establishment of just and generous principles, by which nations that had no occasion for British measures should not unhandsomely resort to them; and that certain external truths should stand, like so many well-constructed tubs, each on its own bottom.
The most powerful among the leaders of Opposition were Charles, Earl Grey, in the House of Lords and Henry Brougham and Lord John Russell in the House of Commons. There was some doubt as to the position which might be taken up by Canning and Huskisson and their friends.
The railway was opened in 1830; the odd little engine, the "Rocket," then drew an excursion-train over it, and the opening was marred by an accident which killed Joseph Huskisson, one of the members of Parliament for Liverpool.
In the case of Huskisson, who was a strong supporter of the admission of Roman Catholics to full equality of political and civic rights with the members of the State Church, the explanation probably was that he feared if the Dissenters received their rights in advance they might become less zealous than many of them had been for the full recognition of the Catholic claims.
There are several cemeteries, one of which has been ingeniously arranged in an exhausted stone quarry, and contains a marble statue of Huskisson, by Gibson, commemorating the facts of his having represented Liverpool in several Parliaments, and been killed on the 15th Sept., 1830, by a locomotive, at the opening of the Manchester and Liverpool Railway.
So far the commercial policy of Huskisson was justified, as a whole, by its effects on trade, and the session of 1824 was closed on June 25 by a cheerful speech from the king, in which the disturbed state of Ireland was the only topic suggestive of anxiety.
