New federal fish hatcheries should be established. The administration of the Alaskan fur-seal service should be vested in the Bureau of Fisheries. Governor Deneen, of Illinois, in urging that streams be improved for navigation, says, "No estimate of the benefits to flow from stream development would be complete without allusion to the fisheries which have been established on the Illinois River, largely by restocking with fish from hatcheries. The fisheries located on that stream are second in value only to those of the Columbia River.

Experts were brought from Europe to improve the methods of curing fish. Co-operative cold-storage warehouses for bait were set up, and a fast refrigerator-car service on both coasts brought fish fresh to the interior. Laboratories for the study of marine life and fish hatcheries came into being.

Those interested in fishing and hunting usually can find plenty of chance to pursue their favorite sports in the National and State Forests. There is good fishing in the forest streams and lakes, as the rangers, working in coöperation with Federal and State hatcheries yearly restock important waters.

The discovery that newly hatched chicks could be successfully shipped hundreds of miles with less loss than shipping eggs for hatching, has resulted in a few years' time in the growth of hatcheries of considerable size where chicks are hatched by means of common incubators. Still another opportunity for the use of large hatcheries has been by the growth of poultry communities.

Barns, borrow pits, botanical gardens, cemeteries and churches, dairies and dipping vats, fox ranches and fish hatcheries, hotels, pastures, pipe lines, power sites, residences, sanitaria and school-houses, stores and tunnels, these and many others make up, with grazing and timber sales, the uses of the National Forests, for which already more than half a million permits have been issued.

The catches at Karluk run up into the tens of thousands, and one thinks of this with many misgivings, remembering the fate of the sea otter and bear. Good hatcheries are constantly busy, keeping up the supply, but it appears that though one in every ten thousand of these fish is marked before being set free, so far as known no marked fish have ever been captured.

In my Annual Message, in January, 1900, I said: "Great progress has been made through the fish hatcheries in the propagation of valuable food and sporting fish. The laws for the protection of deer have resulted in their increase. Nevertheless, as railroads tend to encroach on the wilderness, the temptation to illegal hunting becomes greater, and the danger from forest fires increases.
