Of course in this as in every instance, where administrative functionaries are subjected to the control of another body, the real centre of power passed over from the controlled to the controlling authority; and it is easy to understand on the one hand how the latter came to interfere in all matters of administration the gerusia for instance submitted important despatches first to the judges, and then to the people and on the other hand how fear of the control at home, which regularly meted out its award according to success, hampered the Carthaginian statesman and general in council and action.

A governor-in-chief, a sergeant-major, a board of councillors and various other functionaries, were chosen by acclamation and universal suffrage. The Eletto, or chief officer thus appointed, was clothed with supreme power, but forbidden to exercise it.

But their reception of the colonel did not appear to indicate any great degree of gratitude for these favours to the British nation, as represented in his person; for not one of the five Seik chiefs, "each of whom has his own snug little fort close to the city," would supply him with a lodging; and it was only by perseverance and ingenuity that he secured a place to lay his head, after long wrangling with the subordinate functionaries.

The middle class was made up in part of the old servants and clients of the princes, the farmers who rented their lands, the stewards, notaries, and solicitors who managed their fortunes; in part, too, of all the employees, the functionaries of every rank and class, the deputies and senators, whom the new Government had brought from the provinces; and, in particular, of the voracious hawks who had swooped down upon Rome, the Pradas, the men of prey from all parts of the kingdom, who with beak and talon devoured both people and aristocracy.
