It was an Italian who set out to explain to me that Fiume must be at least a free port; it would be wrong and foolish to cut the trade of Hungary off from the Mediterranean. But the banking puzzle is a more intricate and puzzling matter altogether than the possibility of trouble between Italian and Jugo-Slav.

The idea, which was industriously circulated throughout Italy, that Fiume was an Italian city, aroused the feelings of the people more than any political or economic argument could have done. While old Tergeste wastes time and trouble upon futile questions of policy, and angry contrasts between Germans and Slavs, and Italians and Triestines, Fiume looks to the main chance.

The President was not equipped with this simple and usual artfulness. His mind was too slow and unresourceful to be ready with any alternatives. The President was capable of digging his toes in and refusing to budge, as he did over Fiume.

When that day comes the new power will look with hungering eyes toward the rich markets which fringe the Middle Sea, and what more convenient gateway through which to pour its merchandise and, perhaps, its fighting men than Fiume in friendly hands? In order to bar forever this, the sole gateway to the warm water still open to the Hun, the Italians should, they maintain, be made its guardians.

As things turned out, however, we did not have occasion to avail ourselves of this offer, for we found that rooms had been reserved for us at a hotel in Abbazia, just across the bay from Fiume.

Though there are irresponsible elements in both Jugoslavia and Italy who talk lightly of war, I am convinced that the great bulk of the population in both countries realize that such a war would be the height of shortsightedness and folly. Throughout the Fiume and Dalmatian crises precipitated by d'Annunzio, Jugoslavia behaved with exemplary patience, dignity and discretion.
