The antiquarians maintain that three populations have inhabited the North: a Mongolian race and a Celtic race, types of which are to be found in the Finns and the Laplanders in the far North, and, finally, a Caucasian race, which immigrated from the South and drove out the Celtic and Laplandic races, and from which the present inhabitants are descended.
Next came the Slavic tribes who are the ancestors of the modern Serbs. Following these, came a large tribe which did not belong to the Indo-European family, but was distantly related to the Finns and the Turks. These people were called the Volgars, for they came from the country around the River Volga. Before long, we find them called the Bulgars.
A committee, consisting of six Russians and four Finns, was appointed at the close of the year 1892 to codify laws and take the necessary action. They are a race of Northern gipsies, and it is the restless blood of this class rather than any want of natural capacity which retards their civilisation.
