A curious and characteristic incident of the slipshod way in which the work was sometimes done occurred in connection with the disposal of the Palace Venezia, in Rome, which had belonged to Austria, but was expropriated by the Italian government soon after the opening of hostilities.

The decrepit, "privatized" assets of the dying system expropriated by the nomenclature were soon acquired by foreign investors, or shut down. The old guard has decisively lost its capital both pecuniary and political. Political parties which relied on these cronies for contributions and influence-peddling are in decline.

It stands for the expropriated multitude, whose whole situation and difficulty arise from its individual lack of initiative and organising power.

Nor does it seem necessary to expatiate on the unfortunate consequences of the untimely death of both the British High Commissioner and the Iráqí Prime Minister; on the admission of ‘Iráq as a member of the League, and the consequent termination of the mandate held by Great Britain; on the tragic and unexpected death of the King himself; on the difficulties raised owing to the existence of a town planning scheme; on the written assurance conveyed to the High Commissioner by the acting Premier in his letter of January, 1932; on the pledge given by the King, prior to his death, in the presence of the foreign minister, in February, 1933, that the House would be expropriated, and the necessary sum would be appropriated in the spring of the ensuing year; on the categorical statement made by that same foreign minister that the Prime Minister had given the necessary assurances that the promise already made by the acting Premier would be redeemed; or on the positive statements made by that same Foreign Minister and his colleague, the Minister of Finance, when representing their country during the sessions of the League Assembly held in Geneva, that the promise given by their late King would be fully honored.

There are, of course, many local modifications of this form: in France the nobility is mostly expropriated; in England, since the days of John Bull, the peasant has lost his common rights and his holding, and become an "agricultural labourer" to a newer class of more extensive farmer.

In its declaration of policy, it looks forward to a union which is to embrace the whole working class and to adopt towards the capitalist class an unending warfare, until the latter is expropriated. "The working class and the employing class," says the declaration, "have nothing in common.

This principle is eminently an economic one; for, on the one hand, it assumes the right of eminent domain of the citizen expropriated, whose consent, according to the democratic spirit of the social compact, is necessarily presupposed.
