There is a thing stronger, higher, more powerful than any poor title of property acquired by heritage, by purchase, or by labour. It is what they call expropriation. You think the Edera cannot be touched: it can be expropriated. You think the Terra Vergine cannot be touched: it can be expropriated. Against expropriation no rights can stand.
The "ignoble," "not noble," men with no charter from the Crown, or Earl, Thane, or Church, were, if lease-holders, though not "noble," still "free." Beneath them were the "unfree" nativi, sold or given with the soil. The old Celtic landholders were not expropriated, as a rule, except where Celtic risings, in Galloway and Moray, were put down, and the lands were left in the King's hands.
Its Temple, though still used for purposes of Bahá’í worship, has been expropriated, its Assemblies and committees disbanded, its teaching activities crippled, its chief promoters deported, and not a few of its most enthusiastic supporters, both men and women, imprisoned.

That which is now to be expropriated is no longer the laborer working for himself, but the capitalist exploiting many laborers. This expropriation is accomplished by the action of the immanent laws of capitalistic production itself, by the centralization of capital.
Wildest schemes for raising money were tried; taxes were levied on baptisms and marriages; sums raised for the relief of the poor and the maintenance of highways were expropriated, and the wretched peasants were forced to repair the roads without payment, some dying of starvation at their work.
