We have read lately something of Mexican peonage, of how a people can be reduced to a lawless slavery, their land expropriated, their bodies enslaved, their labour appropriated, and how the nexus of this fraudulent connection lies in a falsified account. The hacenade holds the peon by a debt bondage.

Large portions of such of the agricultural, grazing, mineral and timber lands as were not seized by various corporations and favored individuals before 1880, have been expropriated west of the Mississippi since then, and the process is still going, notably in Alaska. The nominal records of the General Land Office as to the number of homesteaders are of little value and are very misleading.

At last, after immemorial appropriation the owners of the earth are everywhere expropriated, and the people come into the pleasure if not the profit of it. At last, the prince, the knight, the noble finds, as in his turn the plutocrat will find, that his property is not for him, but for all; and that the nation is to enjoy what he takes from it and vainly thinks to keep from it.

As for the reform aspirations, they thought that, as a compensation for having consented to the liberation of their serfs and for having been expropriated from about a half of their land, they ought to receive extensive political rights, and be admitted, like the upper classes in Western Europe, to a fair share in the government of the country. Unlike the fiery young Nihilists of St.

Is it really in bulk anything more than a mass of prejudice and conceit, cynical indulgence, and a hard suspicion of and hostility to the expropriated classes in the community? That is a research which yields no statistics, an enquiry like asking what is the ruling colour of a chameleon. The shadowy answer varied with my health, varied with my mood and the conduct of the people I was watching.

The monks continued in the full enjoyment of their property till 1835, when all the property of the regular clergy throughout the Peninsula and the colonies was expropriated by the Government. In this island the convents were appropriated only after long and tedious judicial proceedings, in which the Government demonstrated that the transfer was necessary for the public good.

A promised indemnity to the two brotherhoods was never paid, but in 1897 a sum of 5,000 pesos annually was added to the insular budget, to be paid to the clergy as compensation for the expropriated estate of the Dominicans in San German. Succeeding political events prevented the payment of this also.

What, then, was the total number of unfortunates imprisoned, tortured, expropriated, on account of the tax? In England, out of every four families, one is unproductive, and that is the family which enjoys an abundance. What an advantage it would be for the working-class, you think, if this leprosy of parasitism should be removed!

Even this the cathedral had not cleared of the horde of small boys who followed us unbidden to its doors and almost expropriated those authorized blind beggars who own the church doors in Spain.

Farm tenancy has been abolished, the great plantations have been expropriated and made cooperative, the Homestead Act of 1862 has been applied in the South and every citizen is entitled to claim a quartersection. There is a great deal of laughter at this childish lawmaking, but it goes on, changing the face of the region, the lawmakers themselves not at all averse to the joke."
