General medical opinion is not, however, prepared at present to go further, and is distinctly disinclined to aid the parents in exerting an unqualified control over the foetus in the womb, nor is it yet disposed to practice abortion on eugenic grounds. It is obvious, indeed, that medicine cannot in this matter take the initiative, for it is the primary duty of medicine to save life.

In this field, at least, a eugenic conscience must take the place of the older theological conscience. We must recognize the infamy of knowingly bringing defective children into existence. We must agree that under no conditions should people tainted with syphilis be allowed to marry; and that those subject to imbecility or insanity should not be allowed to live together unless they are unsexed.

A Royal Commission is now sitting in England upon this subject of Divorce Law Reform, and I wish to repeat here with all the emphasis possible what has been already said in indirect contribution to the evidence laid before that Commission. It is that the first principle of judgment in all such matters is the Eugenic one.

The first lesson is a purely biological one which suggests the eugenic argument that defective humans, like undesirable animals and plants, should not take part in the perpetuation of the species. The second lesson is not biological but ethical, suggesting individual responsibility for conduct which may disastrously affect other individuals' lives.

Of recent years, many books and articles have been devoted to the advocacy of eugenic methods. Mention may be made, for instance, of Population and Progress , by Montague Crackanthorpe, President of the Eugenics Education Society. I claim, therefore, that there is immediate need for the presentation of a case which is, from first to last, and at whatever cost, eugenic; but which also or, rather, therefore makes the highest claims on behalf of woman and womanhood, so that indeed, in striving to demonstrate the vast importance of the woman question for the composition of the coming race, I may claim to be much more feminist than the feminists.

If we had courage instead of cowardice the capital mark of an age that has no organ voice but many steam whistles we could accelerate incalculably the gradual decrease of these diseases. The body of eugenic opinion which is being made and multiplied might succeed in allying the Church and Medicine and the Law, with splendid and lasting effect.

Now from the eugenic point of view it is of course the finest kind of women that we desire to be the mothers of the future the more and not the less fastidious, those who are capable of the highest development, those who hold themselves in the highest honour, those who are least willing to renounce their possession of themselves.

Even making due allowance for the depressing influence of the environment in which most of the down-and-out descendants in the degenerate line lived, the comparison between the normal and the abnormal lines from the same ancestor gives the most convincing eugenic evidence that has been discovered in the human race.
