Every year the Minister of the Colonies ascertains the number of vacancies in the East Indian service, and every year the Grand Examination of Officials is held simultaneously in The Hague and Batavia, the results of this examination determining the eligibility of candidates for admission to the colonial service and the fitness of officials already in the service for promotion.

How many a fair and lovely girl, with beauty and attractions sufficient to win all that her heart could wish of fondness and devotion, has, by this pernicious passion, become a cold, heartless, worldly coquette, weighing men's characters by the adventitious circumstances of their birth and fortune, and scrutinizing the eligibility of a match with the practised acumen with which a notary investigates the solvency of a creditor.

A male citizen of the Republic of Chung Hua, possessing the rights of citizenship, 40 or more years of age and having resided in the Republic for not less than 20 years shall be eligible for election as President. But every industry needs they will add leaders, instructors, superintendents, &c. Will these be engaged in the general task? No; since their task is to lead, instruct, and superintend. From these statutes it will be seen that, since 1285, seventy years after Magna Carta, the common law right of all free British subjects to eligibility as jurors has been abolished, and the qualifications of jurors have been made a subject of arbitrary legislation.

If there be no certain invariable rule of eligibility, it were better to get simplicity, if certainty is not to be had; and to resolve all the franchises of the subject into this one short proposition the will and pleasure of the House of Commons.

This rule received very general favor among the Northern Conferences, but was rejected of course by those lying along the border. At the Conference now in session in Racine, as before stated, a report was submitted touching this matter. And it was intended to so set forth the sentiment of the Conference as to make it a test of eligibility in the election.

It is this line of demarcation which the present enactment obliterates, or rather for which it substitutes another, wholly irrespective of the distinction of races. Fitness is henceforth to be the criterion of eligibility.
