The great mystery of effectiveness he never solved, I think, quite to his own satisfaction. His life has solved it for me ever since I was able to regard it en masse. It was a great puzzle to him what to make, for instance, of infants who died at or before birth. "'Saved from this wicked world' is such a horrible statement in such cases," he used to say.

He prepared a careful and detailed account of exactly how the low-speed overdrive had worked, and its effectiveness as a combat tactic. He'd distributed instructions and Logan's tables on the subject before leaving Glamis. He would be, of course, most bitterly blamed for having taken on a whole squadron of enemy ships, with the result that one had gotten away.

This is the basis of the power of concerted action among workers. But the measure of this power depends in the main upon two considerations. First comes the degree of effectiveness in combination. The prime requisites for effective combination are a spirit of comradeship and mutual trust, knowledge and self-restraint in the disposition of united force.

Not until 1953 were expenditures on long-range ballistic missile programs even as much as a million dollars a year; today we spend ten times as much each day on these programs as was spent in all of 1952. No guided ballistic missiles were operational at the beginning of 1953. Today many types give our armed forces unprecedented effectiveness.

Winter stuffs are expensive, and to a great degree their effectiveness is in direct ratio to their cost; but during quite half of the Australian year the poor meet the rich, if not on an equality, at any rate on much fairer terms than at home with regard to dress.

That under more favorable circumstances in the future, these conditions may prove compatible with the feminine organization, it would be rash to deny. For the present, we are only concerned with our theory so far as it presents a physiological basis for the intellectual effectiveness of French women.
