I can not better characterize the true attitude of the United States in its assertion of the Monroe Doctrine than in the words of the distinguished former minister of foreign affairs of Argentina, Doctor Drago, in his speech welcoming Mr. Root at Buenos Ayres. He spoke of

The doctrine so ably expounded by Dr. Drago attracted much attention during the next few years and was given a place on the program of the Third Pan American Conference held at Rio de Janeiro in July, 1906. Dr. Drago had made his proposal as "a statement of policy" for the states of the American continents to adopt.
He ran from Punta Galera, at the north-eastern extremity so named from the likeness of a certain rock to a galley under sail along the east and south of the island; turned eastward at Punta Galeota; and then northward, round Punta Icacque, through the Boca Sierpe, or serpent's mouth, into the Gulf of Paria, which he named 'Golfo de Balena, the Gulf of the Whale, and 'Golfo Triste, the Sad Gulf; and went out by the northern passage of the Boca Drago.
He was anxious to reach Hispaniola, in order to see after his colonists there, and to bring them the stores which he had in charge; and so, after passing through the "Boca del Drago," and reconnoitring the island of Margarita, which he named, he was compelled to go on his way to Hispaniola.
As the foreign pressure on Castro steadily increased, Luis Maria Drago, the Argentine Minister of Foreign Affairs, formulated in 1902 the doctrine with which his name has been associated. It stated in substance that force should never be employed between nations for the collection of contractual debts.
The Rio Meta, which traverses the vast plains of Casanare, and which is navigable as far as the foot of the Andes of New Grenada, will one day be of great political importance to the inhabitants of Guiana and Venezuela. From the Golfo Triste and the Boca del Drago a small fleet may go up the Orinoco and the Meta to within fifteen or twenty leagues of Santa Fe de Bogota.
When the United States declared war, Señor Drago, the former minister of foreign affairs and author of the doctrine that bears his name, issued a statement in which he said: The war between Germany and America is a struggle of democracy versus absolutism, and no American nation can remain neutral without denying its past and compromising its future.
In 1907 the United States submitted to the Hague Conference a modified form of the Drago doctrine, which stated that the use of force to collect contract debts claimed from one government by another as being due to its citizens should be regarded as illegal, unless the creditor nation first offered to submit its claims to arbitration and this offer were refused by the nation against which the claim was directed.
