The man who makes it a national policy in Canada to attract the settler to the soil rather than to the city hovel will in the future annals of this great nation be rated above a Napoleon or a Bismarck. This to me is the crux of the very greatest and most acute problem confronting the Dominion's future destiny.
It left a great many fortunes in its wake and a great many wrecks; but naturally it did for the country what years of hope, years of dogged silent work, years of self-confidence could not do it jolted Canada and the world into a consciousness of the Dominion's possibilities.
Commercially Panama simply turns British Columbia into a front door, instead of a back door. What does this mean? The Atlantic has hitherto been the Dominion's front door, and the Canadian section of the Atlantic has four harbors of first rank with an aggregate population of nearly a million.
But at least a first attempt will now be made to give some general idea of what such a history would contain in fuller detail: of the kayaks and canoes the Eskimos and Indians used before the white man came, and use to-day, in the ever-receding wilds; of the various small craft moved by oar and sail that slowly displaced the craft moved only by the paddle; of the sailing vessels proper, and how they plied along Canadian waterways, and out beyond, on all the Seven Seas; of the steamers, which, in their earlier pioneering days, shed so much forgotten lustre on Canadian enterprise; of those 'Cod-lands of North America' and other teeming fisheries which the far-seeing Lord Bacon rightly thought 'richer treasures than the mines of Mexico and of Peru'; of the Dominion's trade and government relations with the whole class of men who 'have their business in great waters'; and, finally, of that guardian Navy, without whose freely given care the 'water history' of Canada could never have been made at all.
Its purpose is the safeguarding of the common peace and freedom, which is also the avowed purpose and justification of all those modern nations that have outlived the régime of dynastic ambition and so of enterprise in dominion for dominion's sake, and have passed into the neutral phase of nationality; or it should perhaps rather be said that such is the end of endeavour and the warrant of existence and power for these modern national establishments in so far as they have outlived and repudiated such ambitions of a dynastic or a quasi-dynastic order, and so have taken their place as intrinsically neutral commonwealths.
It doesn't mean much to say that Canada equals Europe in area and that you could spread Germany and France and Austria and Great Britain over the Dominion's map and still have an area uncovered equal to European Russia.
The Opposition protested that this latter provision was uncalled for and would bankrupt the Dominion, but the government carried its point, though it was forced to hedge later by a stipulation not included in the formal resolutions that the annual expenditure should be such as not to press unduly upon the Dominion's resources.

The relation of dynastic ambition to warlike enterprise, and the uses of that usufruct of the nation's resources and man-power which the nation's patriotism places at the disposal of the dynastic establishment, have already been spoken of at length above, perhaps at excessive length, in the recurrent discussion of the dynastic State and its quest of dominion for dominion's sake.
It is when one comes to consider Panama's influence on rail traffic that it becomes apparent the Canal may divert half the Dominion's traffic to seaboard by Pacific routes. Why do you suppose that the big grain companies of the Northwest want to reverse their former policy?
