My friends said that Rome was the capital city of the world, and praised also the giant memorial to Italian Unity and Victor Emmanuel II., which, still unfinished, dominates the Piazza, and indeed a large part of the city. This memorial is, I believe, condemned by the greater part of foreign aesthetic opinion, the Germans alone conspicuously dissenting.

It was devoid of that perception of the marvellous and awful significance of Natural phenomena which dominates the literature of the Romantic Revival. Fate, Eternity, Nature, the destiny of Man, 'the prophetic soul of the wide world dreaming on things to come' such mysteries it almost absolutely ignored. Even Death seemed to lie a little beyond its vision.

In order to understand this, we must turn our attention again to capital, as something distinct and detached from the human efforts that have produced it; and we shall find that the conception of it which dominated the thought of Marx, and that which dominates the thought of the orthodox school of economists, either excludes altogether, or fails to reveal the nature of, that particular force and function of it which, in the modern world, are fundamental.

Any activity whatsoever when reduced to this automatic stage is termed habit. The importance of habit in the development of the child can scarcely be over-estimated; in truth, it is the one great process which dominates nine-tenths of all the activity of the individual throughout his entire life.

Such is the supreme conception which now dominates biological science much as the Newtonian theory has dominated physics for two hundred years; and it is idle to debate whether this new idea is different in kind or only in degree from the great law of physics.

Kublai Khan, Genghis's grandson, fixed his residence definitively in Peking in 1264, and began building the Ta-tu, or Great Residence the Tartar city of to-day. The Chinese city is oblong; the Tartar city is squat and square and overlaps and dominates the northern walls of the older city.

On each side of the road and everywhere in Tangier the obstinate steely-grey cactus, or prickly pear, dominates the landscape: its fat fleshy leaves make as good a protection as the sharp-pointed aloe round the irregular plots of cultivated ground. Alternating with them, tall bound cane fences swish and rattle in the wind.

Through its agents, it dominates the politics of the state, and its power is spreading to other common-wealths. It exerts such sway over the officers of the law that the hierarchy and its favorites cannot be reached by the hand of justice. It is master of the State Legislature and of the Governor.

Germany for them is manifestly merely an objectionable Thing. It is not a nation, not a people, but a nuisance. One has to build up this great counter-thrust bigger and stronger until they go back. The war must end in Germany. The French generals have no such delusions about German science or foresight or capacity as dominates the smart dinner chatter of England.

What a tremendous step from the empiricism of Bacon to the skepticism of Hume, from the innate ideas of Descartes to the potential a priori of Leibnitz! Kant, who dominates the second period of modern philosophy down to the present time, is related to his predecessors in a twofold way.
