"Your name?" asked a clerk as Turan presented himself. "U-Kal," replied the panthan. "Your city?" "Manataj." The keeper, who was standing beside the clerk, looked at Turan. "You have come a great way to play at jetan," he said. "It is seldom that the men of Manataj attend other than the decennial games. Tell me of O-Zar! Will he attend next year? Ah, but he was a noble fighter.
"He sent for me one day," said Lauriston, "when I was on duty at the Palace of Lacken, and spoke to me of the decennial prizes, and the tragedy of 'Carion de Nisas', and a novel by Madame de Stael, which he had just read, but which I had not seen, and was therefore rather embarrassed in replying to him. Respecting Madame de Stael and her Delphine, he said some remarkable things.

It was proposed in the Senate that the proposition of the Consulate for life should take the priority of that of the decennial prolongation; but this was not agreed to; and the latter proposition being adopted, the other, of course, could not be discussed. There was something very curious in the 'Senatus-consulte' published on the occasion.
In 1843 he announced a decennial period of maxima and minima of sun-spot displays. In 1851 it was generally accepted, and, although a period of eleven years has been found to be more exact, all later observations, besides the earlier ones which have been hunted up for the purpose, go to establish a true periodicity in the number of sun-spots.
A few years ago, on the occasion of the decennial anniversary of the University of Chicago, I was attending a university dinner, and having been asked to speak I had jotted down a few notes. When the time arrived to stand up and face these guests men of worth and position my notes meant nothing to me.
And I may here call attention to the fact that each town in Massachusetts is invested with authority to establish a public library by taxation. This, it seems to me, is one of the most important legislative acts of the present decennial period; and, indeed, a public library is essential to the view I am taking of the necessity and importance of political education.
"Taking the Nation in the aggregate, and we find its population and ratio of increase, for the several decennial periods, to be as follows: YEAR. POPULATION. RATIO OF INCREASE 1800 5,305,937 35.02 Per Cent. "This shows an average Decennial Increase of 34.69 per cent. in population through the seventy years from our first to our last census yet taken.
The figures of Irish exports and imports lend no countenance to the story of decay setting in with the Union. Taking the two decennial periods, before and after the Union, the figures are as follows: Total value Total value of imports. of exports. 1790-1801 ... ... £49,000,000 £51,000,000 1802-1813 ... ... £74,000,000 £63,000,000 Increase ... £25,000,000 £12.000,000
The population of the United Kingdom in 1876 was estimated at near thirty-four millions; in the last few decades the decennial increase had been considerably over two millions; at that rate the population in 1900 would be near forty millions. How can they live in their narrow limits? They must emigrate, go for good, or seek employment and means of wealth in some such vast field as India.
