In the tabulated returns the proportions vary in cycles, for the males exceeded the females during six successive years; and the females exceeded the males during two periods each of four years; this, however, may be accidental; at least I can detect nothing of the kind with man in the decennial table in the Registrar's Report for 1866.

The statistics of population show an increase of 16 per cent. on the last decennial period, while the increase in the United Kingdom in the ten years preceding the last census was under 11 per cent. This increase appears to be general, and is only slightly influenced by immigration.

The Director, while confident of his ability to complete the different branches of the undertaking in the allotted time, finds himself embarrassed by the lack of a trained force properly equipped for statistical work, thus raising the question whether in the interest of economy and a thorough execution of the census work there should not be retained in the Government employ a certain number of experts not only to aid in the preliminary organization prior to the taking of the decennial census, but in addition to have the advantage in the field and office work of the Bureau of trained assistants to facilitate the early completion of this enormous undertaking.

Cloud, and to dictate in the camp his decrees relative to civil administration. Thus, at the camp of Boulogne, he founded the decennial premiums, the first distribution of which he intended should take place five years afterwards, on the anniversary of the 18th Brumaire, which was an innocent compliment to the date of the foundation of the Consular Republic.

The tenants' representatives presented a concise list of their own essential requirements as drafted by Mr O'Brien. It was as follows: For landlords, net second-term income, less all outgoings. For occupiers, reduction of not less than 20 per cent. in second-term rents or first-term correspondingly reduced. Decennial reductions to be retained.

"I don't recall," he said, "exactly the precise amount myself, not at this moment, but it must be simply tremendous. Or take the question of population," Mullins went on, warming up again as a born statistician always does at the proximity of figures, "how many of you know, how many of you can state, what has been the decennial percentage increase in our leading cities ?"

"Taking the Nation in the aggregate, and we find its population and ratio of increase, for the several decennial periods, to be as follows: YEAR. POPULATION. RATIO OF INCREASE 1800 5,305,937 35.02 Per Cent. "This shows an average Decennial Increase of 34.69 per cent. in population through the seventy years from our first to our last census yet taken.

The absence of such can be easily explained by the persecutions of Aurungzeb and by the invasions and internal struggles of the eighteenth century. At the end of that century Hinduism was at its lowest but its productive power was not destroyed. The decennial census never fails to record the rise of new sects and the sudden growth of others which had been obscure and minute.

The superintendent employed to make the enumeration in that State has not yet made his full report, from causes, as he alleges, beyond his control. This failure is much to be regretted, as it has prevented the Secretary of the Interior from making the decennial apportionment of Representatives among the States, as required by the act approved May 23, 1850.
