We regard ourselves as a civilized and Christian people, and yet we tolerate on every corner places where men are transformed into incarnate devils, and sent forth to run amuck in our streets, and outrage the helpless women and children in their own homes. The naked inhabitants of Dahomey could do no worse in this direction.
This custom of human sacrifice by the King of Dahomey was not on one occasion only, but on many; such as on the reception of messengers from neighbouring states, or of white merchants, or on days of ceremonial. But the great carnage was once a year, when the poll-tax was paid by his subjects. A thousand persons, at least, were sacrificed annually on these different occasions.
Also, a great rail road could be constructed from here, running with the Mountains of the Moon, clearing them entirely, except making one mountain pass, at the western extremity of the Mountains of the Moon, and the southeastern terminus of the Kong Mountains; entering the Province of Dahomey, and terminating on the Atlantic Ocean West; which would make the GREAT THOROUGHFARE for all the trade with the East Indies and Eastern Coast of Africa, and the Continent of America.

I have known many African tribes between Dahomey and Zululand too well to idealise them into "the noble savage." I know how rapidly they are losing both their bodily health and their native virtues under the deadly contact of European drink, clothing, disease, and exploitation.
It is, in a modified way, something the same result as if the child had formed its manners in Dahomey or on the coast of Guinea. In the fierce quarrels which were carried on between the children of this family, I had frequent occasion to observe this strange, savage element, which sometimes led to expressions and actions which would seem incredible in civilized society.

At the opening of the war with Dahomey in 1892, I was sent in command of the Engineers of the Corps Expeditional, and on the 17th of November of that year was severely wounded at Dakar in Dahomey, having received a spear cut through the lungs. On this occasion I had the distinction of being promoted as Major of Engineers and was created an Officer of the Legion of Honor on the battle field.
The greater part of the peoples of Asia, Africa, and America offer them the finest products of their kitchens or dishes of what was their favorite food when alive, and give banquets at which they believe them to be present. The Egyptians raised up palaces and the Mussulmans built shrines, but the masters in these things, those who have most clearly read the human heart, are the people of Dahomey.
Can there be any terms of reprobation sufficiently strong to properly denounce so malignant a monster? History has no parallel to him, save among the blood-reveling kings of Dahomey, or those sanguinary Asiatic chieftains who built pyramids of human skulls, and paved roads with men's bones.
