Immediately after the execution of Danton and before the trial of Chaumette, the restoration of religion was foreshadowed by Couthon. A week later it was resolved that the remains of Rousseau, the father of the new church, should be transferred to the Pantheon. On May 7, Robespierre brought forward his famous motion that the Convention acknowledge the existence of a Supreme Being.

Robespierre was taken at the Hotel de Ville, after being severely wounded in the face; his brother broke his thigh, in attempting to escape from a window; Henriot was dragged from concealment, deprived of an eye; and Couthon, whom nature had before rendered a cripple, now exhibited a most hideous spectacle, from an ineffectual effort to shoot himself.

Just, and Couthon; on the other Collot and Billaud. Barère leaned towards these last, but only leaned towards them. As was ever his fashion when a great crisis was at hand, he fawned alternately on both parties, struck alternately at both, and held himself in readiness to chant the praises or to sign the death warrant of either. In any event his Carmagnole was ready.

Couthon, a member of the Comite de Salut Publique, has proposed and carried a decree to declare him the enemy of mankind; and the citizens of Paris are stunned by the hawkers of Mr. Pitt's plots with the Queen to "starve all France," and "massacre all the patriots."

He turned to a waiter for a glass of water. "Take to Couthon a glass of blood," said Vergniaud; "he is thirsting for it." The decree of accusation was proposed, and carried, without debate, beneath the poniards of uncounted thousands of assassins. The mob was triumphant.

Robespierre had only to send a deputy's name to the public accuser, and he would be in his grave next day. The point had been so well concealed that nobody perceived it. Afterwards, the deputies, warned by the great jurist Merlin, saw what they had done, and on June 11, they stipulated that no member should be arrested without leave of the Convention. Couthon and Robespierre were not present.

For greater security, oftentimes a member of the Committee, Couthon, Collot, Saint-Just, or some near relation of a member of the Committee, a Lebas or young Robespierre, goes personally to the spot to give the needed impulsion; sometimes, agents simply of the Committee, taken from outside the Convention, and without any personal standing, quite young men, Rousselin, Julien de la Drome, replace or watch the representative with powers equal to his.

If we were writing about any of his colleagues in the Committee of Public Safety, about Carnot, about Robespierre, or Saint Just, nay, even about Couthon, Collot, or Billaud, we might feel it necessary to go into a full examination of the arguments which have been employed to vindicate or to excuse the system of Terror.

Couthon, a member of the Comite de Salut Publique, has proposed and carried a decree to declare him the enemy of mankind; and the citizens of Paris are stunned by the hawkers of Mr. Pitt's plots with the Queen to "starve all France," and "massacre all the patriots."

Lastly, the deputies of the people could not before be brought to trial without a decree of the convention; but the law was now so drawn up that they could be tried on an order from the committees. The law respecting suspected persons gave rise to that of Prairial. As soon as Couthon had made his report, a murmur of astonishment and alarm pervaded the assembly.
