It is accomplished by a system of organic checks and counter-checks, by which associations are formed between muscular sensations on the one hand and certain other sensations, as of sight, touch, hearing, etc., on the other hand. The latter serve as suggestions to the performance of these movements, and these alone.
But I am glad to know that we have still, and to believe that we shall continue to have, in the great Council of the nation, men of his distinguished type and tradition to form one, and that not the least important, of the balances and counter-checks in the great and complicated engine of state.
I do so because I feel it necessary to show how impossible it is to try to dismiss the problems of this complicated community with a gesture or to solve their difficulties with a phrase, and how unfair it would be to deprive such a community, in which there are at work all the counter-checks and rival forces that we see here in our own political life, of its proper share of representation.
But those counter-checks should be in the nature of delay, and not in the nature of arrest; they should operate evenly and equally against both political parties, and not against only one of them; and above all they should be counter-checks conceived and employed in the national interest and not in a partisan interest.
Francis was therefore foiled in his assaults upon the fidelity of the mendicant, and, like an indifferent chess-player, became, at every unsuccessful movement, more liable to the counter-checks of his opponent. "Sae ye uphauld ye had nae particulars to say to my lord but about yer ain matters?" "Ay, and about the wee bits o' things I had brought frae abroad," said Edie.
It is not possible for reasonable men to defend such a system or such an institution. Counter-checks upon a democratic Assembly there may be, perhaps there should be.
They proved a grave cause of disquietude alike to the tyrants and the republics; and until the settlement of Francesco Sforza in the Duchy of Milan, when the employers of auxiliaries had come to understand the arts of dealing with them by perfidy, secret assassination, and a system of elaborate counter-checks, the equilibrium of power in Italy was seriously threatened.
The conductor collects them just before he hands over the train to the charge of his successor. As many complaints are made by English travellers of the incivility of American conductors, I may say that the first conductor I met found me, when he was on his rounds to collect his counter-checks, lolling back on my seat, with my hat high above me in the rack.
It is easy to see that the checks and counter-checks already spoken of as constituting the method of control of muscular movement may themselves become so habitual and intense as to dominate the reactions which they should only regulate.
