Saratov, a city situated outside the Pale of Settlement, harbored at that time a small Jewish settlement consisting of some forty soldiers of the local garrison and several civilian Jewish tradesmen and artisans who lived in the prohibited Volga town by the grace of the police. There were also a few converts. The vigilant eyes of the coroners were riveted on this settlement.

He was certainly very eccentric and possibly quite mad: the circumstances of his suicide do more than justify the hopes of charity and the convention of coroners' juries, as to the latter conclusion. But he was an extremely poetical poet and a letter-writer of remarkable individuality and zest.

In December, 1852, and in January, 1853, two Russian boys from among the lower classes disappeared in the city of Saratov, in central Russia. Their bodies were found two or three months later in the Volga, covered with wounds and bearing the traces of circumcision. The latter circumstance led the coroners to believe that the crime had been perpetrated by Jews.

An arbitrary power lodges in such commissions. The officers termed vergers, the coroners making part of the sheriff's cortège, and the clerks of the market as escort, with gentlemen on horseback and their servants in livery, made a handsome suite. The sheriff, says Chamberlayne, is the "life of justice, of law, and of the country."
Voting will remain optional, as before, for male electors; but every woman between the ages of twenty-one and seventy will be obliged to vote, not only at elections for Parliament, county councils, district boards, parish councils, and municipalities, but for coroners, school inspectors, churchwardens, curators of museums, sanitary authorities, police-court interpreters, swimming-bath instructors, contractors, choir-masters, market superintendents, art-school teachers, cathedral vergers, and other local functionaries whose names I will add as they occur to me.

I have dwelt on this subject at some length it being a most important one as, if the above advice were more generally known and followed, nearly every child, labouring under this complaint, would be saved; while now, as coroners' inquests abundantly testify, the disease carries off yearly an immense number of victims.
