It was certainly an extraordinary spectacle, without precedent or parallel, that the report of the conference should have one meaning assigned to it in the Senate, and a diametrically opposite meaning assigned to it in the House, and that these antagonistic meanings should be made on the same day, and put forth by the conferees whose names were attached to the report.

Many of the men who joined these military companies did not look deeply into the affairs of the colonies, nor were they much interested in politics; but their leaders looked ahead just as did Ethan Allen and his conferees in the Grants and realized that an armed yeomanry might some time be called upon to face hirelings of the King.

He halted with his rifle ready for action and listened. The conversation seemed to be an earnest one and in their earnestness the conferees at times forgot caution, for, as one of the men raised his voice in expostulation, Frank could note that he was talking German. But it was not that which made him start suddenly and clutch his rifle more tightly. He had heard that voice before.

In theory, the revision of a report is feasible by sending it back to conference under instructions voted by the House, but such a procedure is not really available in the closing hours of a session, and the only practical course of action is either to pass the bill as shaped by the conferees or else to accept the responsibility for inaction.

It seemed to her an interminable interval between the last echo of the rumbling voice of the Clerk who had read the resolution amended by the report of the conferees, and the first raucous exasperated note of the Secretary's clerk, after a brief colloquy between Senators. This clerk calls the roll of the Senate at all times as if he hated every member of it, and to-night he was nervous.

We tried to do the best we could with the bill the Senate passed during the last session, to keep the bill as near to what the Senate had it as we could do, and to arrive at an agreement between the House and Senate conferees. "I submit that the majority of the assaults have been against provisions that were in the bill when the Senate voted for it during the last session of Congress.

Three men sat in the Cosmic Club discussing the question: "What's the matter with Jones?" Waldemar, the oldest of the conferees, was the owner, and at times the operator, of an important and decent newspaper. His heavy face wore the expression of good-humored power, characteristic of the experienced and successful journalist.

But as my more recent letters home had expressed a determination to rush headlong into business as a sort of fatuous panacea for jumpy nerves, no doubt and since the conferees possessed an intimate knowledge of the mulish streak that coursed through my blood, their plans were laid behind my back with the greatest secrecy.

The President quickly accepted the conditions proposed by the Republican senators and made a statement from the White House that the conditions which the conferees named were highly acceptable to him and that he was willing and anxious to give to the public a stenographic report of everything that transpired.

Sherman said: I can only say as one of the Senate conferees, under the solemn obligations that now rest upon us in construing this Act, that I did not understand it to include members of the Cabinet not appointed by the President, and that it was with extreme reluctance and only to secure the passage of the bill that, in the face of the votes of the Senate I agreed to the report LIMITING AT ALL the power of the President to remove heads of Departments. * I stated explicitly that the Act as reported did not protect from removal the members of the Cabinet appointed by Mr.
