The efforts to induce in the intransigeant section of the Party a spirit of sweet reasonableness were, however, foredoomed to failure. Mr Dillon declined to address a meeting at Limerick, specially summoned to establish a concordat between the Irish leaders.

Doctor Porta, the Pope's physician, was presented with a pension of twelve thousand francs, and the ecclesiastical secretary who entered the cabinet to copy the articles of the Concordat received a present of a magnificent ring set with brilliants. His Holiness had hardly signed the Concordat before he repented of it.

He was a member of the Pope's chancery; his knowledge gave him so much influence over his colleagues that affairs advanced only as much as he pleased. However, he was gained over by honours conferred on him, and promises of money. Business then went on a little quicker. The Concordat was signed on the 15th of July 1801, and made a law of the State in the following April.

In the middle of the ceremony, Napoleon called up to him Cardinal Caprara, who had taken a very important part in the negotiations concerning the Concordat, and was soon to help to persuade the Pope to come to Paris for the coronation. The Emperor took from his own neck the ribbon of the Legion of Honor, and gave it to the worthy and aged prelate.

This coarse and silly ruse seems to have been a favorite device, for it was tried later in another conspicuous instance, the negotiation of the Concordat. According to the authentic articles, France was to have Belgium, with the "limits of France" as decreed by the laws of the republic, a purposely ambiguous expression. In this preliminary outline the Rhine boundary was not mentioned.

Only the first part of this proposal could be carried: so keen was the opposition to the second part that, as a preferable plan, property was set apart for the support of the clergy; and clerical discipline was subjected to the State, on terms somewhat similar to those of the French Concordat. Secular affairs gave less trouble.

The Republican calendar lasted till Jan 1, 1806, as to the years and months at least, though the Concordat had restored the weeks and Sabbaths. the Opera presented, by order, The Creation of Haydn; and the First Consul had announced that he would be present, with all his household, at this magnificent oratorio.

In 1821, Prussia concluded a treaty by which the archbishopric of Cologne with the three bishoprics of Treves, Munster, and Paderborn, the archbishopric of Posen with Culm, and two independent bishoprics in Breslau and Ermeland were established. The bishoprics of Hildesheim and Osnabruck were re-established in 1824 by the concordat with Hanover.

Everything having been settled and prearranged, the Emperor and the Pope signed on the 25th an agreement under the name of Concordat, of which this is the purport: "His Majesty, the Emperor and King, and his Holiness, wishing to settle the differences which had arisen between them, and provide for difficulties which have unexpectedly arisen in regard to various affairs of the church, have agreed on the following articles as forming a basis for a definite arrangement: ART. 1.
