Near Osnabruck, Germany, an American visitor, pacing up and down a railroad siding early one morning, chewing a mouthful of stale sausage meat between thick crusts of rye bread, heard a particular cruelty story which may be used here as an example. It was told by an army surgeon with whom he was having his peripatetic breakfast.

Many of the towns refused to elect deputies, and some of those elected were not permitted to take their seats. The city of Osnabruck protested in the federal assembly.

Osnabruck!" slumberously reiterated he: To Osnabruck, where my poor old Brother, Bishop as they call him, once a little Boy that trotted at my knee with blithe face, will have some human pity on me!

In the late afternoon the train passed through Essen, the blast furnaces casting a lurid light on the surrounding country. Travelling northwards we ran into snow, which, when we alighted was quite deep. This was our destination, Osnabrück. At first it looked as if we should have to walk to the camp, but the German officer was, luckily, able to hire two brakes, and away we went.

After this attempt the French parties disappeared, and their army retired into winter-quarters, in and about Franckfort on the Maine; while prince Ferdinand quartered the allies at Cassel, Paderborn, Munster, and Osnabruck; this last place being allotted to the British troops, as being the nearest to Embden, where the reinforcements from Britain were to be landed.

The next day a number of Belgian officers left to take up their abode in the quarters vacated by us in Osnabrück, many of them resplendent in their tasselled caps, and a few wearing clanking swords which they had been allowed to retain in recognition of the gallant way they had defended some of the Liège and Antwerp forts.

The poor proud people, all these months they have been sitting torpid, helpless, loftily stupid, like dumb idols; 'in flat despair, as Robinson says once, 'only without the strength to be desperate. "Sure enough the Sea-Powers are checkmated now. Let them make the least attempt in favor of the Queen, if they dare. Holland can be overrun, from Osnabruck quarter, at a day's warning.

But Rome, Genoa, Parma, Florence, Siena, Leghorn, Osnabrück, Münster, Bremen, and Hamburg were now capitals of actual French departments, the total number of which reached one hundred and thirty. They were directly administered by a central bureaucracy as autocratic as any military despotism.

In less than a quarter of an hour the balloon got into Westphalia near Renheim; then we crossed the great river Ems, the towns of Rheine and Ibbenburen, and returned to Hanover a little above Osnabruck.

Before getting to business our individual conduct sheets were read out, mine being about as black as it could be. At our request two French majors from Osnabrück were present. Both spoke well on our behalf, explaining that this could only be a quarrel between the French and British in any case, but that they were delighted at what had occurred, and most certainly did not wish to prosecute.
