The first duty was to carry out the concordat which Selwyn had made with the C.M.S., and to found the missionary bishoprics. The scheme had been disallowed in 1854 by the Colonial Office, but now the way was open. The proposed diocese of Tauranga, indeed, was never pushed forward, but the others were soon set on foot.
But being influenced by some of the cardinals who had previously incurred the Emperor's displeasure Pius VII. disavowed the new Concordat which he had been weak enough to grant, and the Emperor, who then had more important affairs on his hands, dismissed the Holy Father, and published the act to which he had assented.
But the concordat which the two tacitly arranged, the policy so resolutely clung to in spite of Burleigh and Walsingham, was perhaps a greater curse both to nation and to Church than the meanness of Cranmer.
Do you mean to go post-haste to the devil, gentlemen, by proposing that I should write such a sonata? During the revolutionary fever, a thing of the kind might have been appropriate, but now, when everything is falling again into the beaten track, and Bonaparte has concluded a Concordat with the Pope such a sonata as this? If it were a missa pro Sancta Maria
The return to a monarchical policy was nowhere more evident than in the very important negotiations which regulated the relations of Church and State and produced the Concordat or treaty of peace with the Roman Catholic Church. But we must first look back at the events which had reduced the Roman Catholic Church in France to its pitiable condition.
The prelates delegated to Savona had for their mission to announce to Pius VII the convocation of the Council and the repeal of the Concordat. "We intend," said their instructions, "that the bishops should be instituted according to the Concordat of Francis I., which we have renewed, and in such a manner as shall be established by the Council, and shall have received our approbation.
But in return for his services Lothair tried to use his opportunity for going back upon the Concordat and claiming the restoration of the right of investiture. Bernard, however, came to the help of the Pope, and, backed by the general indignation and alarm at the meanness of Lothair's conduct, forced the Emperor to withdraw his demands.
The programme was large, and it took years to carry it out. The Vatican contended that it was contrary to the Concordat which existed between the Holy See and the Court of Sardinia.
The law requires that the concordat, at which is granted the bankrupt's certificate that remits to the merchant a portion of his debt, and restores to him the right of managing his affairs, shall be attended by a majority of the creditors, and also that they shall represent a certain proportion of the debt.
At the moment of this defeat of the liberal party, Alt-Schwyz, led by Abyberg, took up arms, took possession of Kuessnacht, and threatened the Concordat, the Baselese at the same time taking the field with one thousand two hundred men and fourteen pieces of ordnance.
