No discussion of the preliminaries and fundamentals of Civics can omit some consideration of the vast and ever growing literature of cities. But how are we to utilise this? How continue it? How co-ordinate it with the needed independent and first-hand survey of city by city? And how apply this whole knowledge of past and present towards civic action? The answer must plainly be a concrete one.
To restore to these countries the uniformity of papistry, to break the co-ordinate power of the nobility and the states, and to exalt the royal authority on the ruins of republican freedom, was the great object of Spanish policy and the express commission of the new minister.
Animal was by them considered a genus; and man and brute co-ordinate species under that genus: biped would not have been admitted to be a genus with reference to man, but a proprium or accidens only. It was requisite, according to their theory, that genus and species should be of the essence of the subject. Animal was of the essence of man; biped was not.
Indeed, he is much more concerned to meet the pressing needs of life than he is to co-ordinate them or understand to what they lead. In districts where this society is not organized, any other existing Catholic societies might very appropriately co-ordinate in this good work.
