It would be difficult to co-ordinate them into a higher synthesis, for that universality is at the same time diversity and mutability. Goethe is essentially changeable and elusive. In his works we find combined the antipodes of human thought. There is little in common between the poet of Goetz von Berlichingen and Werther on the one hand and the poet of Tasso and Iphigenia on the other hand.
He hath not yet, though put in mind, produced the least exception against the known arguments for excommunication and church government drawn from Matt, xviii. and 1 Cor. v. He had said, I could never yet see how two co-ordinate governments, exempt from superiority and inferiority, can be in one state, p. 35.
Armed with the ballot, more powerful than the sword, each citizen is able to protect himself. But this is theory, not reality. If it were true, the division of the powers of government between two co-ordinate, governments would be of no practical importance.
While it is true that the three parts are correlative, each supplementing the others and the system incomplete without all three, it is also true that they are co-ordinate, no one of the three being, per se, in authority over any other, nor any one subordinate to another.

Man looks to the future and the coming of Eternity. How shall the Eternal come or the Infinite be far off?
The legislative branch was composed in almost all cases of two houses; the lower house was elective, and by its control over money bills it frequently forced the passage of measures unacceptable to the co-ordinate house. This latter, except in a few cases, was a small body appointed by the governor, and had the functions of the executive council as well as of an upper house.
Little by little the Society's influence has spread everywhere and proved beyond doubt to be a great factor of Catholic apostolate in our time. It became the field on which Catholic forces clergy and laity met yearly to exchange ideas, formulate plans, co-ordinate purpose and concentrate activity.
"The minuet," he said to her one afternoon, when he had come to report to her as a co-ordinate authority, "is going to be something exquisite, I assure you. A good many of the ladies studied it in the Continental times, you know, when we had all those Martha Washington parties or, I forgot you were out of the country and it will be done perfectly.
