The citizen-soldiers kicked their heels in the snow, slapping their arms across their chest, as cabdrivers do, to warm themselves, and gazing at the vent-hole with a growing and childish desire to pass in front of it. At last one of them took the risk-a man named Potdevin, who was fleet of limb. He ran like a deer across the zone of danger. The experiment succeeded.

Hurrying drum-beat, shrill fife-tones, wailing bugle-notes, and, by way of accompaniment, hurrahs from the urchins on the crowded sidewalks. Here come the citizen-soldiers, each martial foot beating up the mud of yesterday's storm with the slow, regular, up-and-down movement of an old-fashioned churn-dasher. Keeping time with the feet below, some threescore of plumed heads bob solemnly beneath me.

The ready response of our citizen-soldiers to the call of the governor furnishes an apt illustration of the peculiar character of our people. Under a government that requires the constant maintenance of a strong military force, "General Orders" would have been issued to the various camps and garrisons scattered throughout the country.

Two such, I remember; one a grand review of the Bürger Militär; the other the public confirmation of the apprentices and others, and the conscription of the youth of the city. The former was a trying affair. Some twelve thousand citizen-soldiers had to turn out, fully rigged and equipped, by early dawn, ready for any amount of drill and evolution.

He is blind indeed who fails to recognise the unselfish patriotism displayed by the citizen-soldiers of America, the stern resolution with which the war was waged; the tenacity of the Northerner, ill-commanded and constantly defeated, fighting in a most difficult country and foiled on every line of invasion; the tenacity of the Southerner, confronting enormous odds, ill-fed, ill-armed, and ill-provided, knowing that if wounded his sufferings would be great for drugs had been declared contraband of war, the hospitals contained no anaesthetics to relieve the pain of amputation, and the surgical instruments, which were only replaced when others were captured, were worn out with constant usage; knowing too that his women-folk and children were in want, and yet never yielding to despair nor abandoning hope of ultimate victory.

To repress their violence, the council of state restored to the Netherlands the arms of which they had been deprived, and called upon them by a proclamation to repress force by force, but these citizen-soldiers were dispersed with great slaughter by the disciplined troops in various rencounters.

Surely since first this world was cursed by war, never did such a host march forth voluntarily to face its blasting horrors. They are fighting on many battle-fronts, these citizen-soldiers, in France, Macedonia, Mesopotamia, Palestine, Western Egypt and German East Africa, and behind them, here in the homeland, are the women, working as their men fight, with a grim and tireless determination.

Ali Dordux communed, therefore, with the citizen-soldiers under his command, and they readily conformed to his opinion. Concerting together, they wrote a proposition to the Castilian sovereigns, offering to admit the army into the part of the city entrusted to their care on receiving assurance of protection for the lives and properties of the inhabitants.

Then came half an hour's hard work, which resulted in the allotment of the aërial fleet to positions from which the vessels could co-operate with the constantly increasing army of British citizen-soldiers who were now passing southward, eastward and westward, as fast as the crowded trains could carry them. Every position was worked out to half a mile.
