In 1831, 50,000l. were spent in the state of New York for the maintenance of the poor; and at least 200,000l. were devoted to gratuitous instruction. The Americans, as we have seen, have four separate budgets; the Union, the states, the counties, and the townships, having each severally their own.
At the same time we find him writing to Paris giving directions for the reorganization of the French College, devising a scheme of public education, dictating bulletins and articles for the 'Moniteur, revising the details of the budgets, giving instructions to architects as to alterations to be made at the Tuileries and the Church of the Madelaine, throwing an occasional sarcasm at Madame de Stael and the Parisian journals, interfering to put down a squabble at the Grand Opera, carrying on a correspondence with the Sultan of Turkey and the Schah of Persia, so that while his body was at Finkenstein, his mind seemed to be working at a hundred different places in Paris, in Europe, and throughout the world.
On the expenditure side, however, consumers' budgets, restricted during the war, have in creased substantially as a result of the fact that scarce goods are beginning to appear on the market and wartime restraints are disappearing.
The annual budget enacted to become effective July 1, 1916, may be summarized as follows; The figures in the budgets were not, absolute but were subject to modification by transfer of appropriation through presidential decree. The contingent expense fund and the military appropriations were thus frequently swelled at the expense of other services.
But now the situation of Europe and especially that of Asia is creating fresh competitions, the expenses for the navies, according to the figures of the various Budgets from 1914 to 1921, have risen in the United States of America from 702 millions of lire to 2,166, in Great Britain from 1,218 millions to 2,109, in Japan from 249 millions to 1,250, in France from 495 millions to 1,083, in Italy from 250 millions to 402.
It means the expenditure of more than $15 billion this year on nuclear weapons systems alone, a sum which is about equal to the combined defense budgets of our European Allies. But it also means improved air and missile defenses, improved civil defense, a strengthened anti-guerrilla capacity and, of prime importance, more powerful and flexible non-nuclear forces.
It will include, as my previous budgets have, increased funding for nutrition, senior centers and home health care, and will focus added resources on the needs of older Americans. With the 1981 White House Conference on Aging approaching, I hope the new Administration will make every effort to assure an effective and useful conference.
It is not possible to secure anything like an immediate disarmament, because it would first be necessary to settle what peoples are on the whole a menace to the rest of mankind, and to provide against the disarmament of the rest being turned into a movement which would really chiefly benefit these obnoxious peoples; but it may be possible to exercise some check upon the tendency to swell indefinitely the budgets for military expenditure.
The extent of appropriations from national and local budgets of communities in both hemispheres is regarded as a spiritual obligation and left to the discretion of the elected representatives of the believers.
All these advantages risk being annulled by the grave and useless insult to the Germans and Magyars. Not only is the situation of Europe in every way uncertain, but there is a tendency in the groups of the victors on the Continent of Europe to increase the military budgets. The relationships of trade are being restored only slowly; commerce is spoken of as an aim.
