With the subsidence of alarm, the causes of alarm also subsided, the recuperative powers of the country reasserted themselves, as during the great war, and the heart-breaking anxieties of 1825-26 were ignored, if not forgotten, in the political excitement of 1827. The budgets of 1823-26 indeed mark a memorable advance in financial reform, which the commercial panic of 1825 scarcely interrupted.
We must balance our Federal budget so that American families will have a better chance to balance their family budgets. Only with the cooperation of the Congress can we meet this highest priority objective of responsible government. We are on the right track. We had a balanced budget in 1969.
We must move away from inflationary cost-based reimbursement and fee-for-service, and toward a system of prospective reimbursement, under which health care providers would operate within predetermined budgets. This reimbursement reform is essential to ultimately control inflation in health care costs, and will be a significant challenge to the new Congress.
Wilson was more brilliant than ever, with her budgets of fresh news and old scandal, strung together with trivial questions and remarks, and oft-repeated observations, uttered apparently for the sole purpose of denying a moment’s rest to her inexhaustible organs of speech.
Douce came. The moment he entered Vargrave called out, at the top of his voice, "Dinner immediately!" It is the fashion nowadays to postpone budgets as long as we can, eh? Well, and how are all at home? Devilish cold; is it not? So you go to your villa every day? That's what keeps you in such capital health. You know I had a villa too, though I never had time to go there."
In 1954 we had the largest tax cut in history, amounting to $7.4 billion annually, of which over 62 percent went to individuals mostly in the small income brackets. This Administration has directed constant efforts toward fiscal responsibility. Balanced budgets have been sought when the economy was advancing, and a rigorous evaluation of spending programs has been maintained at all times.
The most important democratic problem of the day will perhaps result from the recent development of the working-class engendered by the Syndicalist or Trades Union movement. The aggregation of similar interests known as Syndicalism has rapidly assumed such enormous developments in all countries that it may be called world-wide. Certain corporations have budgets comparable to those of small States.
If they had four servants, they needed six; if they had one motor, they must have two; and the new idea of country houses had simply doubled or trebled domestic budgets. It wasn't merely in the homes of ambitious middle-class folk that the cry went up, "We must have more!"
Expenditures for our share of the administrative budgets of the United Nations and other permanent international bodies will increase sharply in the fiscal year 1947, yet will remain a small part of our total Budget. The budget for the United Nations has not yet been determined; an estimate for our contribution will be submitted later.
War is the strong life; it is life in extremis; war-taxes are the only ones men never hesitate to pay, as the budgets of all nations show us. History is a bath of blood. The Iliad is one long recital of how Diomedes and Ajax, Sarpedon and Hector killed. No detail of the wounds they made is spared us, and the Greek mind fed upon the story.
