In every respect Bosnia-Herzegovina and Dalmatia complement each other. So long as there were no railways in the Balkans and Bosnia stagnated under Turkish rule, so long as the national consciousness of the Serbo-Croats slumbered or ran in purely provincial channels, the separation between coast and hinterland was possible, though even then unnatural.

But with the advent of modern economic ideas the situation radically changed. Geographically, it is inconceivable that to-day Dalmatia should be in different hands from Bosnia-Herzegovina. Herzegovina does actually touch the sea at two places for a few miles at the swampy mouth of the Narenta below Metkovié, and for a mile at Castelnuovo-Zelenika, inside the Bocche di Cattaro.

The occupation of Bosnia-Herzegovina, in defiance of the Treaty of Berlin, was the beginning of that Austrian Drang nach Osten policy, the next object of which is the possession of the Gulf of Salonica, and the ultimate object of which is the control of Constantinople.” This was published in 1906. “The absorption of Turkey is not a distant dream: it is very nearly an accomplished fact.

It would be premature to discuss the exact forms which the new State would assume; but when the time comes it will be found that the people of Bosnia-Herzegovina, Dalmatia, Croatia-Slavonia, Istria and Carniola, will acclaim their liberation at the hands of free Serbia and Montenegro.

The more nostalgic and homebound the expatriate the larger and more frequent his remittances, the higher his consumption of Turkish goods and services and the more prone he is to resort to religion as a determinant of his besieged and fracturing identity. Muslim numbers are not negligible. Two European countries have Muslim majorities Bosnia-Herzegovina and Albania.

Moslem wrath, fierce against Austria, was further excited by the arrival of malcontent Moslems from the annexed provinces, who had thrown up their businesses and emigrated to the Young Turks. A curio-dealer from Mostar, whom I knew, was among them He and his friends had all believed that the Turkish revolution meant that Bosnia-Herzegovina would be the Sultan's once more.

Trieste and its district were a part of Austria. The Serbs of Hungary belonged to Hungary proper for the most part; the Croats by a fundamental agreement were entitled to autonomy in Croatia. Fiume, the seaport of Croatia and Hungary, had an administration of its own. Bosnia-Herzegovina possessed a diet and was under the dual rule of Austria and Hungary.

The result of this was that when in 1897 the Emperor Franz Josef and Goluchowski went to Petersburg and asked for a confirmation of the agreement of 1881, "that the territorial advantages recognized to Austria-Hungary by the Berlin Treaty are and remain acquired by Austria-Hungary and therefore the possession of Bosnia-Herzegovina and the Sanjak of Novibazar cannot form matters of discussion; the Austro-Hungarian Government reserving to itself the right of substituting for the actual title of occupation and garrisoning, that of annexation."

The Belgian Curtain -between central European candidates and east European aspirants is falling fast and may prove to be far more divisive and effective than anything dreamt up by Stalin. The fourth group comprises real candidates such as Bulgaria and would be applicants, such as Romania, Macedonia, Albania, Yugoslavia, Bosnia-Herzegovina and even Croatia.
