In some cases a single county would have three or four cities, each hostile to the others, like the cities of Thebes, Platæa, Thespiæ, and Orchomenos, in Boeotia; standing ready, like fierce dogs each in its separate kennel, to fall upon one another with teeth and claws.
Besides the oracles of Jupiter and Apollo, at Dodona and Delphi, that of Trophonius in Boeotia was held in high estimation. Trophonius and Agamedes were brothers. They were distinguished architects, and built the temple of Apollo at Delphi, and a treasury for King Hyrieus.
Religious history shows many parallels to this; for example the classic case of the god Eros of Thespiae, in Boeotia, who would have lived and died merely a little insignificant local god, if it had not been for the Boeotian poet Hesiod who adopted Eros into his poetry and thus gave him a start in life by which he ultimately succeeded in going all over the Greek world, and then passing into Rome as Cupid; and so into all later times.

Yet Pericles, who ever unwillingly resorted to war, and the most remarkable attribute of whose character was a profound and calculating caution, opposed the proposition of sending an armed force into Boeotia.

To carry out this decree twenty men, selected from the citizens over fifty years of age, were sent out, five of whom invited the Ionian and Dorian Greeks in Asia and the islands as far as Lesbos and Rhodes, five went to the inhabitants of the Hellespont and Thrace as far as Byzantium, and five more proceeded to Boeotia, Phocis, and Peloponnesus, passing from thence through Locris to the neighboring continent as far as Acarnania and Ambracia; while the remainder journeyed through Euboea to the Oetaeans and the Malian Gulf, and to the Achaeans of Phthia and the Thessalians, urging them to join the assembly and take part in the deliberations concerning the peace and well-being of Greece.
