To carry out this decree twenty men, selected from the citizens over fifty years of age, were sent out, five of whom invited the Ionian and Dorian Greeks in Asia and the islands as far as Lesbos and Rhodes, five went to the inhabitants of the Hellespont and Thrace as far as Byzantium, and five more proceeded to Boeotia, Phokis, and Peloponnesus, passing from thence through Lokris to the neighbouring continent as far as Akarnania and Ambrakia; while the remainder journeyed through Euboea to the Oetaeans and the Malian gulf, and to the Achaeans of Phthia and the Thessalians, urging them to join the assembly and take part in the deliberations concerning the peace and well-being of Greece.
Upon this errand, there were twenty men, of such as were above fifty years of age, sent by commission; five to summon the Ionians and Dorians in Asia, and the islanders as far as Lesbos and Rhodes; five to visit all the places in the Hellespont and Thrace, up to Byzantium; and other five besides these to go to Boeotia and Phocis and Peloponnesus, and from hence to pass through the Locrians over to the neighboring continent, as far as Acarnania and Ambracia; and the rest to take their course through Euboea to the Oetaeans and the Malian Gulf, and to the Achaeans of Phthiotis and the Thessalians; all of them to treat with the people as they passed, and to persuade them to come and take their part in the debates for settling the peace and jointly regulating the affairs of Greece.
The last of these having suffered severely in a war with their neighbours the Oetaeans, at first intended to give themselves up to Athens; but afterwards fearing not to find in her the security that they sought, sent to Lacedaemon, having chosen Tisamenus for their ambassador.
Their king, Agis, accordingly set out at once during this winter with some troops from Decelea, and levied from the allies contributions for the fleet, and turning towards the Malian Gulf exacted a sum of money from the Oetaeans by carrying off most of their cattle in reprisal for their old hostility, and, in spite of the protests and opposition of the Thessalians, forced the Achaeans of Phthiotis and the other subjects of the Thessalians in those parts to give him money and hostages, and deposited the hostages at Corinth, and tried to bring their countrymen into the confederacy.
